The Senior Risk Governance Officer will help Singapore CRO oversee all risk-related regulatory and governance matters in CBNA SG and Citibank Singapore Ltd to ensure timely escalation and resolution of Risk issues from all Risk segments through established escalation channels to the appropriate country, cluster or global governance committees. The Senior Risk Governance Officer will work closely with cluster and global risk office on regular, ad hoc, and crisis management-related requests for audiences that include senior management, the Citigroup Board of Directors, rating agencies, and regulators.
In this role, you’re expected to:
Oversee preparation of Risk Management component of ICAAPs and stress tests in compliance with regulatory and internal ICAAP Standard requirements.
Coordinate Risk-related governance committees and supervise execution of regulatory and Board deliverables. Ensure follow up actions raised by governance and Board committees are diligently and completed timely.
Review risk-related regulatory reports (IFRS 9, MAS 610, TBGS) to ensure completeness, consistency and accuracy. provide inputs and review Risk contribution to regulatory reports.
Represent Singapore CRO office in all initial and working level meetings with onshore regulators. Coordinate regulatory audits (CRAFT), requests, surveys, stress test (IWST) and presentations on behalf of Risk Management.
Review and understand all new or updated applicable Risk regulations issued by local and other relevant regulators. Lead, coordinate, design and oversee timely and comprehensive implementation of such regulations by all businesses and product groups by writing, reviewing, and/or approving local procedures, taking into consideration relevant Citi frameworks, policies, standards, procedures and guidelines. Oversee gap analysis and appropriateness of corrective action plans (CAPs) as needed.
Coordinate global and local policies/procedure initiatives that impact Singapore by collaborating with Singapore/Global Risk teams from different risk stripes if required.
Act as primary interface and point of contact on behalf of Singapore CRO with all in-country, cluster, and global teams on all regulatory and governance matters.
Review, challenge, and recommend approval of procedures prepared by other functions and businesses.
Participate in the new product approval process as needed on behalf of Singapore CRO.
Monitor and drive timely completion of Internal Audit, regulatory, and other Risk-related CAPs in Singapore.
Ensure risk and control assessment reporting process (including updates to senior management) is well defined and effective.
Oversee projects and initiatives such as stress tests, deep dives, country crisis management, and process re-engineering.
Promptly communicate and escalate any significant issues and breaches that may materially affect CBNA SG and CSL’s risk profile.
Responsible for presentations and documentation relating to regulatory and strategic deliverables.
Mentor and coach junior members in Risk team.
As a successful candidate, you would ideally have the following skills and exposure:
Bachelor’s degree, MBA, CPA, or CFA.
10 + years of Risk experience in a global organization.
In-depth knowledge of risk policies, procedures, standards, MAS regulatory frameworks, banking products and services.
Experience with coordinating regulatory reviews and responding to regulatory requests and surveys.
Good analytical skills to filter, prioritize and validate potentially complex information from multiple sources for production of reports, presentations for senior audiences.
Excellent English and verbal and written communications skills. Ability to succinctly present issues and status to managers/seniors.
Demonstrated project management skills and ability to manage several programs simultaneously to meet projects’ deadline or regulatory timeline, ability to work under pressure, and ability to cope with unpredictable but time sensitive requirements.
Experience in supervising, coaching and leading junior members.
Demonstrated ability to directly and indirectly influence and effectively partner with key constituents and stakeholders.
Demonstrated ability to distill technical concepts and results into intuitive, impactful, and easily digested messages for senior management, auditors, and regulators.
Excellent track record of effectively assessing and managing competing priorities.
