Shell Project Quality Engineer in Singapore, Singapore

What’s the role?

The Project Quality Engineer provides project engineering services and technical assurance on the fabrication of pressure vessel / heat exchanger / column / piping / storage tank and testing of pressure relief device for capex projects in term of welding metallurgy, welding processes, non-destructive testing methods, quality-conformance etc.

Your responsibilities will also include:

  • Ensure compliance with Shell and site specific HSSE standards and requirements in order to improve Shell Jurong Island as a safe place to work in.

  • Define the design, material supply and fabrication requirements for pressure vessel / heat exchanger / column / piping / storage tank in accordance with DEPs and accepted codes and standards during the define/execute phase.

  • Develop and execute QA/QC framework for relevant project activities, including but not limited to attending Kick Off / Pre-Inspection Meetings, vendor qualification assessment and audits, review of drawings & QA/QC documents, attending shop inspection activities, and site installation quality checks.

  • Provide inspection technical assurance for development and execution of projects for static assets (column, vessel, tank, heat exchanger, reactor, furnace, piping, pipeline, storage tanks etc).

  • Witness the pressure relief device shop pop-testing, static equipment and piping shop inspection hold points.

  • Act as focal point to managing the non-conformance in the project quality system to trend and analysis the capital project quality performance.

  • Monitor the Quality Key Performance Indicators (KPIs) and NCR status including follow-up on action and closure.

What we need from you

To be a successful Project Quality Engineer, you will have the following:

  • Degree in Mechanical Engineering or Material Science.

  • Certified AWS-Certified Welding Inspector

  • Minimum of 5 years’ experience in the fabrication related activities

  • Knowledge in material selection and degradation mechanisms affecting the equipment in the Oil & Petrochemical manufacturing industries.

  • Knowledge in Non-Destructive Testing methods such as Magnetic Testing/Penetrant Testing/Radiography/Ultrasonic Testing

  • Knowledge and experience in advance Non-Destructive Testing methods such as Time of Flight Diffraction and Phased Array Ultrasonic Testing techniques is preferred.

  • Good understanding of HSSE Management System and Risk Assessment methodologies.

  • Good understanding of Quality Management System.

  • Have good understanding in internationally accepted codes, standards, and practices such DEPs, ASME Section VIII D1 / D2. ASME Section IX, ASME Section V, PD5500, TEMA and ASTM B31.3 for design requirement.
