Job Description Summary

PRIMARY GOAL:

The Facility Manager (FM) deployed on site is required to plan, organize and supervise a team of Technical Executive, Technicians and Contractors in carrying out planned, ad-hoc maintenance and project works. The FM shall possess good communication skills and be able to relate to different levels of people. The FM shall be proactive in learning and implementing new technologies on site. The FM may also be holding a concurrent role of a Fire Safety Manager and will discharge his duty accordingly to the requirements of the FSM.

Job Description

KEY TASK AND RESPONSIBILITIES:

  1. The responsibilities of the FM shall include but not limited to the following:
  • Supervise and a team of Technical Executive(s), Admin, Technicians and Contractors to manage the day-to-day maintenance and functional operations of assigned buildings / estates

  • Liaise and coordinate with sub-contractors/vendors and ensuring their maintenance works/service delivery are completed on time and as per contract requirements and agreed KPIs

  • Carry out diagnostic analysis

  • Submit proposal and make recommendations for Addition & Alteration (A&A) works, improvements/upgrading works and repair and replacement works to the building, M&E systems and facilities

  • Prepare and justify for variation works

  • Recommend for commitment of works order for works within Authority

  • Certify and endorse payment for work done

  • Attend regular meetings and submit monthly management reports, including Audit and Fire Safety reports

  • Provide/prepare company business continuity plan to ensure provision of services during both civil and national emergency

  • Management of contractors to ensure strict compliances to clauses and submission of critical document

  • Manage expenditure which address to operational and administrative issues, and ensure procedures are carried out properly

  • Establish good relations between own team members and building owners

  • Ensure all fault cases are promptly followed up and closed in the CMMS

  • Work closely with Account Director and HQ support team in implementation of relevant SOPs

  • Work closely with Client’s FM team to understand the needs and requirements of the end users

  • Be accountable for the service delivery and all KPIs of the assigned FM contract

  • Be accountable for the Profit and Loss of the assigned FM contract

  • Be accountable for the customer satisfaction of the assigned FM contract

  • Undertake any other duties as assigned by the Client/FM team /Account Director

  1. The responsibilities of the FSM shall include but not limited to the following:
  • Implement a fire safety program and perform all the duties as stated in the Fire Safety Act and its regulations made thereafter, including the preparation of a Fire Emergency Plan for the building and to ensure at all times the fire safety requirements contained in the Fire Emergency Plan are complied with

  • Report to the Authority on all fire safety requirements and also represent the Authority in all aspects of Fire Safety, which include the day-to-day liaison with the SCDF

  • Act on behalf of the Authority by enforcing fire safety rules and policing for fire safety measures within the Sites

  • Assist in the planning and supervision of the maintenance program for fire protection systems

  • Be familiar with the building’s fire emergency, evacuation, in place protection plans and procedures

  • Formulate and conduct emergency response plan and evacuation procedure

  • Organize and conduct fire drills and other events (bomb, tremor evacuation drills and any other safety drills) according to FSSD requirements and other table top exercises;

  • Be involve in the Fire Safety Committee to conduct regular briefings and familiarization programme for occupants;

  • Setup Fire Safety Committee to support the building fire emergency plan;

  • Conduct training to members of the Fire Safety Committee, staff and Tenant Representatives in basic firefighting/ rescue;

  • Identify and eliminate potential fire hazards;

  • Check the condition of the fire emergency systems and fire safety equipment and supervise their maintenance to ensure operational functions;

  • Ensure that vital fire-fighting equipment are not displaced or removed unnecessarily;

  • Ensure that escape routes are not obstructed by unauthorized structures, goods or other disused items;

  • Advise the Authority on the building’s maximum permissible occupancy load and ensure that crowd within the building are within the maximum permissible capacity;

  • Assist in consultation with the Authority on matters pertaining to Ministry business continuity planning. These include provision of critical data by the managing agent required in the formulation of specific business continuity plans, formulation of specific response plans in ensuring building operations are not compromised based on identified threats, as well as liaising with the Authority on the planning and execution of business continuity tests and exercises; and

  • Carry out other duties as required by the Commissioner, SCDF or Authority.

REQUIREMENTS:

  • The FM should possess a recognized degree or diploma in any discipline from a recognized tertiary establishment with a minimum of 3 (for degree holders) or 6 (for diploma holders) years of relevant working experiences in similar building type with proven management background

  • The FM shall possess Fire Safety Manager Certification with minimum 3 years of experience as a FSM

  • The FM shall have prior experience with Computerised Maintenance Management Systems

  • The FM shall preferably have prior working experience in a healthcare environment such as hospitals, Polyclinics or Nursing Homes

  • Fluent with Microsoft Office
