A Day in the Life

Job Overview:

We are seeking an experienced and dedicated Data Privacy Officer (Sr. Manager) to lead our data privacy initiatives in Mainland China, Taiwan, Hongkong and Macau (together “Greater China”).

The individual will ensure the company's data handling practices comply with all relevant regulations in the region, enable data innovation and foster a culture of privacy protection across the organization. The individual reports to the Medtronic VP/Chief Legal Counsel Data & Privacy Officer, and will be a key member of both global privacy leadership team and China legal leadership team.

In this role, the individual shall be responsible for all Medtronic Greater China’s data privacy matters, manage the regional data privacy program, shape and implement key data privacy projects and lead team in cross border data transfer compliance, privacy assessment and remediations measures across Medtronic Greater China. The individual will not only work closely with internal client’s senior management, but also address the requests from the government authorities in data privacy areas if any.

Key Responsibilities:

  1. Manage data privacy compliance program:
  • Set the overall strategy for Medtronic Greater China’s data privacy program

  • Take ownership of implementing and managing the seven elements data privacy compliance program, including governance, policy procedures, training and communication, complaint handling, incidents, monitoring and remediations, ensuring strict adherence to internal policies and external regulations.

  • Lead the team to conduct regular audits and comprehensive assessments to identify privacy risks, evaluate the efficacy of data privacy controls and identify any areas for enhancement or improvement.

  • Collaborate seamlessly with cross-functional teams to address any identified gaps in compliance and develop robust remediation plans as required, thereby fortifying our data privacy framework.

  1. Be responsible for and guide business and functions in Greater China data privacy areas:
  • Act as the primary expert on data privacy regulations and industry best practices, providing valuable guidance to internal stakeholders; partner with Greater China Legal team for Data Privacy on specific legal issues.

  • Lead the team to serve as the data privacy contact in various data practices, including but not limit to the area of data collection, processing, sharing, storage and deletion; cross border data transfer and data localization, privacy impact assessments etc.

  • Partner with IT and Compliance to ensure the implementation of the data privacy and security procedures; partner with Government Affaires in monitoring and shaping data privacy public policies.

  • Chair the regional data privacy steering committee.

  1. Play a key role in global data privacy leadership team and represent global privacy in the region:
  • Make significant contributions to the global data privacy strategy and program.

  • Provide guidance to regional business and functions on matters relating to the interpretation of the global data privacy policies and procedures; ensure global privacy requirements are followed in the region.

  • Customize and implement global data privacy guidelines and translate the privacy policy into specific requirements.

  1. Manage the data privacy aspects global and regional projects from Greater China Perspective:
  • Forge robust collaborative partnerships with business and functional teams to meticulously assess the privacy and security implications of both global and local projects.

  • Provide valuable insights and guidance concerning data privacy and security requirements specific to the dynamic Greater China market, ensuring compliance with local regulations.

  • Be ultimately accountable for the data privacy compliance of regional projects or global projects that involves Greater China with a mindset of foster data innovation.

  1. Lead team in privacy operational work including privacy impact assessments and cross-border data transfer operations:
  • Manage Medtronic Greater China’s privacy impact assessments (PIAs) for all new projects and initiatives, adeptly identifying any potential privacy risks and recommending robust controls to effectively mitigate them.

  • Manage Medtronic China’s cross-border data transfer operations, diligently ensuring unwavering compliance with all pertinent data protection laws and regulations governing the secure transfer of personal data outside of China.

  • Collaborate synergistically with key stakeholders spanning legal, IT, and other pertinent departments in design and implement comprehensive data transfer mechanisms.

Qualifications:

  • Bachelor’s degree in Law, or Business, or a related field. Master’s degree preferred.

  • Possession of a minimum of 10 years of professional experience, with at least 3 years of demonstrable experience in the realms of data privacy.

  • Experience in the healthcare industry will be a plus.

  • An in-depth understanding of the multifaceted landscape of data protection laws and regulations in Greater China, including PIPL, CSL, DSL, PIPO, and PDPA; a good level of understanding with other privacy regional regulations such as GDPR, HIPPA, and CCPA will be a plus.

  • Possession of relevant privacy certifications such as CIPM, CIPP/E, CIPP/US, CIPT, or CISP would be highly advantageous.

  • Proven ability to adeptly assess complex scenarios and furnish practical, sustainable solutions.

  • Exceptional communication acumen and interpersonal skills, be able to effectively engage with and influence senior executive management in the organization.

  • Strong organization skills, and an excellent team player as this job involves numerous collaborations in the organization across global functions and business; work experience in a global team will be highly preferred.

  • Be able to steadily perform under pressure, manage volumes of work and multi-task while focus on critical priorities.

  • Self-starter, and able to motivate and inspire collaborators

  • Excellent work ethics

  • Chinese and English Fluency required

Requires a Baccalaureate degree (or for degrees earned outside of the United States, a degree which satisfies the requirements of 8 C.F.R. § 214.2(h)( 4)(iii)(A) and minimum of 7 years of relevant experience with 5+ years of managerial experience, or advanced degree with a minimum of 5 years of relevant experience with 5+ years of managerial experience.
