The PFCS Project

Bechtel Cavendish Nuclear Solutions (BCNS) is a joint venture between Bechtel Ltd and Cavendish Nuclear Ltd, working since 2011 to deliver the Pile Fuel Cladding Silo Retrievals (PFCS) Project alongside and on behalf of the client; Sellafield Ltd.

The Pile Fuel Cladding Silo is a Legacy and Pond Silo facility. As part of the client’s hazard and risk reduction programme, the PFCS project was tasked to successfully deliver plant and equipment capable of accessing the historic waste, removing it and transferring it into containers for safe interim storage. Using a ‘fit for purpose’ model and operating in close collaboration with Sellafield Ltd, a solution was delivered that met the functional requirements by the most efficient means.

The first phase of the project (known as Retrievals Access Penetrations and Silo Doors) prepared the silo for retrievals by cutting access holes into each compartment and sealing them with high-precision doors. This was delivered on time, within cost and to exacting quality standards. The second phase (known as Early Retrievals) designed, fabricated, installed on the silo and commissioned the first set of retrievals equipment, ready to begin retrieving waste. In addition, a second retrievals plant was produced to act as a full-scale training rig, based at Rosyth Dockyard where it was installed on a mock-up of the silo. The Early Retrievals project was successfully completed in June 2019; a staggering 3 years ahead of the initial schedule and with a cost saving in excess of £400m against the previous scheme.

The contract is now in the third phase (Full Retrievals), which involves further modifications to the silo to enable the eventual installation of the second set of retrievals equipment (currently sitting at Rosyth), along with various productivity enhancements to the existing equipment. This work is likely to continue at least into 2023.

The PFCS Project is currently inviting applications for a Construction Site Manager (SM) to join the team.

The role will be based primarily at Sellafield site, Cumbria, UK.

This role requires authorisation to work in the UK without employee sponsorship, ability to pass background checks and drug and alcohol testing. UK National terms and conditions will apply to this role. We are unable to support international assignment conditions for this role.

Rolve Overview

The Construction Manager will report to the BCNS Project Director, and is responsible for supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable. The Construction Manager is also resposible for ensuring development and execution of project plans including: automation plan, Environmental, Safety and Health (ES&H) plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, construction execution plan, and project work rules.

Other responsibilities may include, but not limited to:

  • Coordinate all project activities including actions of Bechtel, subcontractors, suppliers, clients and their representatives.

  • Implement Bechtel’s Zero Accident Philosophy, security, housekeeping, and fire protection on the construction site.

  • Develop the project organization. Ensure the organization is composed of qualified and knowledgeable personnel, and ensures effective personnel utilization.

  • Ensure performance reviews are conducted on field staff in accordance with established schedule.

  • Establish and implement construction schedules, methods, manning charts, and material and equipment requirements.

  • Review project cost and schedule performance through reporting and project analysis. Coordinate with the Field Project Controls Manager (FPCM).

  • Ensure appropriate corrective actions are taken, and monitor and assess project safety, cost, schedule, and quality performance.

  • Control project expenditures for labor equipment, material and services and ensure field operations are within the budget.

  • Plan and establish procedures to ensure construction operations meet engineering designs and specifications. Ensure corporate policies and procedures are fully implemented.

  • Establish project field procedures and objectives within corporate policies and procedures as necessitated by conditions at a project.

  • Coordinate project labor relations activities with Labor Relations Manager and corporate craft resources department.

  • Maintain client relationship. The SM is the primary contact for client’s communication with the field activities.

  • Maintain an effective relationship with other functional departments.

  • Develop, implement and administer a project security plan and coordinate the activities with corporate security department.

  • Coordinate all project contractual activities. Participate in contracts and subcontracts negotiations.

  • Direct the development and implementation of a training program to ensure subordinate personnel receive progressive training to enable them to assume additional responsibilities. Responsible for overall development of manual training and any testing as required.

  • Direct the overall project safety programs and ensure adherence to local and national regulatory safety codes.

  • Implement an effective community relations plan for the project.

  • Oversee project startup activities as required. Coordinate with the Startup Manager.

  • Ensure required permits and licenses are in place prior to the start of the affected work at site.

  • Ensure that various construction teams have the capability to execute assigned scope in a safe, secure, and cost effective manner in accordance with the cost, technical, schedule, and quality baselines.

  • Assist Project Superintendent with balancing and prioritizing construction resources to support successful execution.

  • Coordinate all construction activities to fully support project plans and schedules.

Basic Qualifications

  • Bachelor's Degree and 15+ years of relevant experience or in lieu of a degree 21+ years of professional experience.

  • Security Clearance: SC or higher If BPSS held will need to be willing to apply for SC or higher

  • Authorisation to work in the UK without employee sponsorship, ability to pass background checks and drug and alcohol testing.

Required Qualifications, Knowledge, Skills and Experience

  • Demonstrated experience as construction engineer engaged in heavy industrial construction and decommissioning

  • Demonstrated experience in a nuclear safety culture

  • Demonstrated leadership in a team-based environment.

  • Awareness of government compliance standards.

  • Computer literate in word processing, spreadsheet and database applications.

  • Familiarity with current industry quality standards.

  • Experience working with, supervising and administering subcontractors.

  • Knowledge of the use of subcontracts, and the contractor and subcontractor’s responsibilities contained in subcontract documents.

  • Experience in the nuclear industry

  • Previous Sellafield site experience (nuclear)

  • SQEP to deploy

  • SC or DV Clearance
