The Mission Engineering Department seeks a highly skilled Program Budget and Finance Analyst to join our team within the Office of the Intelligence Community Chief Information Officer. You will be a member of the MITRE team responding to the mission, business, and technology needs of the Intelligence Community, ensuring IC collectors and analysts have the secure services and capabilities they need to effectively do their jobs.

Roles & Responsibilities:

In this role you will provide objective, informed advice on planning and oversight of the IC’s technology budget formulation and execution. You will support senior intelligence officials in developing programming budgets, proposing resource allocations, and ensuring that critical mission requirements are funded and properly executed. The sponsor requires trusted agents to perform budget and resource analysis and provide unbiased and independent recommendations for programing resources to achieve objectives.

Responsibilities:

  • Budget Formulation and Justification: Collaborate with senior intelligence officials to develop and justify budget proposals, ensuring alignment with strategic objectives and mission requirements.

  • Resource Allocation: Propose and evaluate the allocation of resources between competing demands, providing informed recommendations to optimize the use of available funds.

  • Financial Analysis: Conduct comprehensive budget and resource analysis, delivering unbiased and independent recommendations to support programming resources and achieve planned objectives.

  • Strategic Partnership: Serve as an objective and informed partner for government leaders, bringing to bear MITRE’s insight and expertise to advance the government’s best interests from a strategic perspective.

  • Collaboration: Work as part of a MITRE team in a multi-agency environment, addressing the nation’s toughest resource planning and management challenges.

Basic Qualifications:

  • Active TS/SCI clearance with Polygraph clearance

  • Due to the lengthy clearance process, candidates without an existing TS/SCI clearance with CI or FS polygraph cannot be considered for this opening.

  • Bachelor’s Degree in Finance, Accounting or related field.

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.

  • Advanced finance, accounting, Excel, and Tableau modeling skills.

  • This position has an on-site requirement of 5 days a week on-site.

Preferred Qualifications:

  • Advanced degree or special certifications in Finance, Accounting, Program Management

  • 8-10 years of accounting and finance experience and 2 plus years of experience with government budget systems and processes.

  • Experience providing budget and acquisition support to the Intelligence Community.

  • Experience with the Congressional Budget Justification Book (CBJB), the National Intelligence Programs (NIP), or Military Intelligence Programs (MIP).

  • Experience conducting research on data using both qualitative and quantitative methods and presenting findings to government managers.

  • Experience with mission IT-focused acquisitions.

  • 1-2 years of experience leading and managing tasks/projects.

  • Demonstrated experience and capability to advise the federal government on all aspects of the acquisition life cycle to implement and adopt innovative acquisition solutions.

  • Strong oral and written communication skills, with the ability to succinctly capture salient issues and provide seniors with fact-based, actionable, and relevant technical solutions.

Salary compensation range and midpoint:

$131,000 - $164,000 - $197,000 Annual
