Job Summary

The Relay Test Engineer is a direct report to the PSE&G NERC Standards & Compliance Principal

Engineer that will principally support the Palisades Electric Distribution Division. The successful candidate will work closely and collaboratively with the System Protection and Electric Maintenance Relay groups to primarily support compliance and maintain evidence/documentation of PSE&G compliance with selected North American Electric Reliability Corporation’s (NERC) PRC-005, PRC-006, CIP-010 and FAC-008 requirements. The main job duties entail supporting compliance with requirements for all applicable PSE&G Bulk Electric System (BES) elements that are subject to all NERC PRC-005 requirements, PRC-006 (Requirement R10) and CIP-010 (Requirement R10) and conducting field inspections/verifications that support compliance with FAC-008.

Job Responsibilities

This includes, but is not limited to:

  • Reviewing relay maintenance test sheets for accuracy for all new and existing PRC-005-applicable Bulk Electric System (BES) relays and any PRC-006-applicable Under Frequency Load Shedding (UFLS) relays for designated UFLS program circuits

  • Coordinate with Electric Distribution to make field changes to add or delete circuits affected by the annual UFLS plan and to update Station one-line diagrams to reflect the current year UFLS plan

  • Identify any new PRC-005-applicable equipment that needs to be added to SAP asset register and retired equipment that should be removed from SAP

  • Conduct BES station inspections to verify accuracy of SAP asset register of PRC-005, PRC-006 and FAC-008 elements to as-built conditions

  • Maintain copies of all PRC-005 compliance evidence documents as "audit-ready documents"

  • Review CIP-010 baseline and Cyber Vulnerability Assessment (CVA) documentation for accurac

  • Additional job duties may include supporting NERC PRC-002 (Disturbance Monitoring and Reporting) as needed.

  • Conduct periodic facility ratings field verification by conducting station walk downs.

Job Specific Qualifications

  • Bachelor of Science in Engineering or Technical discipline. In lieu of a degree, HSD/GED and at least 5 years’ experience in protection system maintenance.

  • Ability to express complex technical concepts effectively, both verbally and in writing.

  • Must have the ability to work well with people from varying disciplines with varying degrees of technical experience.

  • Strong technical writing skills, comprehension of technical manuals. The position will require a thorough understanding of system protection testing principles.

  • This position requires excellent problem solving and decision-making skills, the ability to work with little supervision. Attention to detail.

  • Proficiency with applications such as MS Word, MS Excel SharePoint is required.

  • Candidate must possess excellent planning and, verbal and written demonstrated skills and abilities, which includes good time management and prioritization skills.

  • Must possess and maintain a valid U. S. driver’s license.

  • Must foster an inclusive work environment and respects all aspects of diversity.

Desired:

  • Electrical or Mechanical Engineering degree or experience as a Relay Technician or Relay supervisor is preferred

  • Proficiency with Adobe Acrobat and MS Access

  • Proficiency with SAP

  • Experience in the Energy or Utility industry.

  • Experience supporting systems subject to regulatory compliance requirements, or experience with FERC, NERC, Reliability First, or PJM.
