GENERAL DESCRIPTION:

This is a skilled technical position assisting with current and long-range planning for industrial, commercial, and residential growth in a county- wide area.

ESSENTIAL JOB FUNCTIONS:

The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements.  Individuals may perform other duties as assigned.

• Supports preparation of plan amendments, rezones, project reviews, vesting, and other review tasks in a time valued environment.  

• Conducts statistical and analytical research in support of planning activities.  

• Prepares maps and graphics.  

• Attends and takes minutes of conferences, meetings and official functions as assigned by the Supervisor.

• Has direct in person and telephone contact with members of the general public and outside development professionals.

• Determines Future Land Use Map designations for properties and answers questions regarding planning and zoning regulations. 

• Reviews and signs off on building permits pursuant to planning regulations.

• Prepares forms independently, composes letters for Supervisor's signature, composes routine transmittal letters and memorandum.

• Prepares routine purchase and finance forms at Supervisor's direction.

• Set up and maintain functional paper and electronic file systems, file letters, reports and related information in the prescribed manner.

• Operates word processing and audio-visual equipment and assists in special events as directed.

• Refers callers to other employees, officials or departments as needed.

• Consistently follows Board policies and procedures.

• Maintains a professional and safe unit and work area adhering to established safety policies and the image desired for the organization.

• Responds productively to change and performs all other tasks as directed.

KNOWLEDGE, SKILLS AND ABILITIES:

• Working knowledge of the principles and procedures of Urban Planning.  

• Familiarity with planning and zoning codes and ordinances.  

• Knowledge of site planning, current planning, geography, growth management and research methods.   

• Knowledge of Geographic Information System (GIS) and Microsoft products. 

• Skill in the use of computers and ability to learn new programs as needed. 

• Knowledge of Business English, spelling and punctuation and skill in typing.

• Ability to make decisions in accordance with departmental rules, regulations and policy.

• Ability to prepare complex documents and compose letters and memorandum.

• Ability to read and comprehend detailed, technical and statistical information.  

• Ability to communicate effectively orally, in writing, and through map preparation and mapping data.  

• Ability to establish and maintain effective working relationships with co-workers, managers, supervisors, directors, elected officials, vendors and the general public. 

PHYSICAL SKILLS:   Must be able to remain in a stationary position for 50% of the time.  Must be able to frequently position self to reach files and other office items located on low shelves or the floor.  Must be able to inspect and assess daily email and postal mail correspondence. Frequently communicates with the public, vendors, and co-workers.  Must be able to exchange accurate information in these situations.  Frequently operates various types of office equipment to include, but not limited to a computer and copy machine.  Occasionally ascends/descends stairs.  Rarely moves materials and office equipment weighing up to 25 lbs.  Primarily works in an indoor environment.   Rarely works in inclement outdoor weather conditions. Occasionally operates motor vehicle for up to four (4) hours continuously or intermittently. MINIMUM QUALIFICATIONS:EDUCATION AND EXPERIENCE: Graduation from an accredited high school or possession of an acceptable equivalence diploma, three (3) years of secretarial/clerical and word processing experience and one (1) year of experience in field related to planning or zoning, or possess a minimum of an A.A./A.S. degree with one (1) year of experience in field related to planning or zoning. LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess and maintain a valid Florida Driver License. OTHER JOB-RELATED REQUIREMENTS:

         Disaster Essential.
