    Program Description

    The ORCA Low Income Fare (LIFT)/Subsidized annual pass program provides free or low-cost metro bus passes to people who meet the income eligibility guidelines throughout King County. This program is managed by the Housing and Essential Needs (HEN) Program at Catholic Community Services (CCS) and is funded by a grant from Public Health Seattle King County. In addition to distributing cards and otherwise assisting HEN and CCS clients, this program creates partnerships with organizations in the community and conducts outreach events to other individuals in need throughout King County in an attempt to increase transportation equity.

    The HEN program provides rental assistance, housing search assistance, annual bus passes and monthly essential needs bags to over 3,000 disabled adults who are experiencing homelessness or at-risk of losing their housing. HEN is a statewide program and Catholic Community Services is contracted by King County to deliver the services locally. All individuals who are eligible for HEN in King County may receive Annual ORCA Lift Pass for access to free area public transportation for one year.

    Position Description

  • Work with different databases such as ORCA LIFT Fare Registry, Clarity HMIS, Benefit Verification System (BVS) and WA Healthcare ProviderOne to look for and provide transportation services.

  • Directly supervise of 1 FTE assistant program staff, partner with HEN teams, and support HEN Case Managers and other CCS staff with issuing and renewing ORCA Low Income Fare (LIFT)/Subsidized annual pass for CCS and/or HEN eligible clients.

  • Participate in continuous systems transformation to the ORCA Low Income Fare (LIFT)/Subsidized annual pass at the County level with ongoing changes to the ORCA transportation card system as the program is expanding in its services in an ongoing manner. This entails the development of a new product management system and implementation over the next several years.

  • Participate in County-level planning and implementation discussions as well as training, services to new enrollees and be a Fare ambassador, advocate for low-income clients across the region, work with partner agencies such as King County Metro, Sound Transit, Community Transit, Peirce Transit, Public Health, DSHS and Seattle Department of Transportation.

  • Obtain contracts at satellite sites. This will include outreach contract with Sound Transit and/or King County public libraries among others and communicate such contracts through HEN Leadership. The success of this program could lead to increased funding and ensure continued success for the ORCA Low Income Fare (LIFT)/Subsidized annual pass at CCS/HEN and across the County;

  • Advocate for the implementation of new inclusion of RRFP services at CCS and the implementation of this process.

Responsibilities

Staff Supervision:

  • Work directly with HEN staff members and other CCS program staff to process ORCA Low Income Fare (LIFT)/Subsidized annual pass requests and oversee dissemination of the cards by program.

  • Supervise one (1) Enrollment and Outreach Coordinator. Provide training, ongoing supervision, performance evaluations and assist with hiring.

  • Assign administrative tasks to Enrollment and Outreach Coordinator, ensuring all daily and weekly tasks including request for cards are completed.

  • Troubleshoot caller’s issues and provide backup assistance as needed.

  • Obtain and coordinate contracts for satellite offices and outreach locations.

  • Supervise any program volunteers and follow volunteer procedures/protocols when hiring, training and supervising.

  • Train CCS and HEN program staff members and provide instructions on data entry procedures, insuring data is entered correctly and completely at relevant databases.

    Fiscal Management & Compliance:

  • Solely responsible for the distribution of over $1,000,000/year of assistance to clients in the form of ORCA cards.

  • Manage complex monthly ORCA Card ordering procedure, ensuring there are cards in stock while keeping within monthly budget.

  • Plan, implement and oversee receiving and storage of Cards at RRFP machine (in future).

  • Assist in developing and following procedures to ensure financial fidelity of program.

  • Troubleshoot card user issues with clients and staff.

  • Plan and oversee Orca Card ordering, making changes as necessary to insure efficiency and fidelity of the procedure and satisfaction of clients

  • Research and report issues regarding fraudulent use of ORCA Low Income Fare (LIFT)/Subsidized annual pass to relevant agencies.

  • Support other program managers in refining operational strategies that improve efficiencies and consistency in work flow.

  • Monthly processing of invoices, budget, spending and monthly reports and invoices.

  • Provide leadership to agency on transportation related issues for clients in CCS/HEN programs.

  • Maintain excellent relationship with King County Metro, Public Health, and other transportation authorities, advocating for the needs of the clientele.

    Outreach:

  • Plan, arrange and oversee outreach events and monitor display materials including in-person enrollment services at variety of locations throughout the King County area.

  • Assist client issues with their ORCA enrollment as they arise.

  • Establish relationships with outside agencies interested in providing resources to clients for developing potential stakeholders for King County Metro ORCA LIFT support.

    Data Base Management:

  • Develop and monitor data entry procedures and train staff members to ensure a high level of accuracy and consistency.

  • Review multiple data reports and follow up with staff to ensure data quality.

  • Prepare client demographic reports for program staff, agency staff and funders.

  • Oversee the data entry into the ORCA LIFT Registry, Clarity HMIS databases and prepare monthly invoice.

  • Implement, observe and follow guidelines on confidentiality rights of clients and respect their privacy.

  • Ensure client records meet agency and contract standards including the process storage of archived files.

    Administrative Support:

  • Maintain accurate record of staff timesheets.

  • Attend trainings required of employees as scheduled.

  • Participate as team member in staff and supervisory meetings as required.

  • Contribute to and support a positive, team-oriented, culturally-diverse work environment.

  • Order and maintain office supplies.

  • Support CCS Programs as needed.

  • Perform other job-related duties as assigned.

    Job Conditions

    This position requires the employee to work in an office environment where there may be interruptions and a moderate amount of noise from telephones and conversations among employees. Extensive use of computers and related office equipment is typical of this position. This job also requires a lot of travel to outreach events throughout King County.

Qualifications

Required Qualifications:

  • Bachelor’s Degree or at least 2 years commensurate experience.

  • 1 year working in a social service setting

  • Commitment to social justice and the CCS mission

  • Excellent computer skills and proficiency in Excel, Word, Outlook, Must be able to quickly learn new software

  • Excellent verbal and written communication skills

  • Ability to set priorities and work independently as well as on a team

  • Demonstrate ability to work well under pressure in a multi-task environment with time and resource constraints; strong time-management and organization skills; ability to manage several projects simultaneously

  • Access to a reliable vehicle with valid WA state driver’s license and insurance.

  • Willingness to travel throughout King County often.

  • Ability to pass background check

    Highly Desirable knowledge, skills, and abilities:

  • Knowledge and some experience in organizational effectiveness and operations management implementing best practices

  • Demonstrated leadership and vision in managing staff groups and major projects or initiatives

  • Entrepreneurial spirit and sense of humor.

  • Basic understanding WA/King County procedures around social programs and services.
