The Office of the Title IX Coordinator at the University of Washington is responsible for ensuring compliance with Title IX and related laws at all UW locations, including campuses, medical centers, clinics, and other business or learning locations. Data and information must be managed appropriately to prevent and address sex discrimination and sex-based harassment in compliance with federal law. Furthermore, relevant policies must be regularly reviewed and updated as necessary.

The Policy and Data Analyst, under the direction of the Title IX Coordinator and/or Deputy Coordinator for Education & Prevention, is responsible for developing and maintaining systems and processes to manage Title IX-related data such as reporting, complaint processes, supportive measures, and informal resolutions. This includes analyzing data trends to improve services and identify barriers to reporting. The Policy and Data Analyst also supports the Title IX Office in developing strategies to ensure the University's proactive regulatory compliance with Title IX and related policies in alignment with the University's mission and values.

Duties & Responsibilities: Data management • Manage and maintain sensitive and confidential records. This includes developing and maintaining systems and processes utilized to manage data. • Develop and implement regularly scheduled system reports in Symplicity Advocate, Origami, or other related software, to ensure accurate and timely response to reports, complaints, and requests. • Identify, develop, and maintain data management and reporting strategies within Symplicity Advocate and as it intersects with Origami or other systems. This includes mechanisms to receive reports and requests, and strategies in ensuring data integrity. • Provide executive summaries for investigations, supportive measures, informal resolutions, and pregnancy modifications. • Develop and maintain internal measures to prepare data for analysis including data cleansing and generate quarterly and annual reports that inform the University of the status of identified compliance areas. • Conduct statistical data analysis and produce data visualizations for reports and presentations as requested. • Collaborate with the administrative specialist and other staff to ensure compliance with the University’s recordkeeping requirements as applicable to Title IX data. • Liaison with data professionals from the Enterprise Data Platform and other units in the University to understand the systems that produce Title IX related data • Keep data secure, understand data privacy principles. Engage with data governance leaders to ensure data is managed according to institutional requirements

Policy analysis • Stay abreast of emerging issues and laws, regulatory changes and requirements, case laws, agency guidance, and best practices. • Apply knowledge of laws, regulations, and policies to identify possible systemic compliance issues and opportunities for best-practice changes and contribute to developing plans for improvement. • Produce written documents and visuals that clearly describe the complex analyses, processes, and policy recommendations. • Develop strategies and technical solutions for collecting, tracking, and addressing proposed policy changes from a broad range of stakeholders. • Assist in developing and maintaining a policy review cadence and processes to ensure regularized review and update to policies and procedures.

Special projects and other duties • Identify, develop, and monitor workflow and process improvement projects as needed to enhance reporting, response, and prevention efforts. • Collaborate with internal and external partners to develop and implement projects or program activities in support of the work of the Title IX Office. • Build strong relationships and create collaborative partnerships across the University and with peer institutions. • Other duties as assigned.

Requirements: • Bachelor’s degree and a minimum of 3 years of experience in developing, managing, and maintaining data systems and processes or a related field • Equivalent combination of education and experience may substitute for a degree while also demonstrating comparable knowledge and skills • Ability to exercise sound judgment when handling highly sensitive and personal information • Excellent written and verbal communication skills • Experience in managing multiple priorities and tasks with a high level of attention to detail • Demonstrated analytical and problem-solving skills and have knowledge of statistical analysis • Experience in developing and implementing project plans • Ability to work independently and collaboratively within a team • Proficiency with Microsoft products and Google applications

Desired: • Experience with programs and services that intersect with or implement Title IX and related laws • Experience in higher education or other regulatory environment • Experience with Symplicity Advocate case management software and/or Origami Risk platform software, or similar platforms • Experience with data profiling and data cleansing • Experience with data modeling and data design • Experience with extracting, transforming, and loading data • Experience with SQL Server • Experience working with diverse populations • Experience in a major research university or university medical center setting • Master’s degree in public or higher education administration, policy, or related field
