The Department of Pediatrics: Central Administration team has an outstanding opportunity for a Manager of HR Operations . This is a supervisory position which will oversee three (3) HR Specialists, an Equity and Faculty Development Specialist and reports directly to the Associate Director for People and Workforce. Primary responsibilities include overseeing and managing all faculty compensation changes, leaves, and ensuring all other employee lifecycle activities are managed accurately. This position must develop service strategies, processes, and programs that are responsive to the needs of the growing department. It is expected that this individual will be responsible for a high degree of understanding and is the content expert for these areas, including HR and payroll systems (such as UW Workday), appropriate policy, procedure and required Federal, State and University regulations. This position is responsible for directing the day-to-day operations of these processes to meet department goals. They will do so using discretion and independent judgment and are accountable for the program/process results.
As the second largest department in the UW School of Medicine, Pediatrics has twenty-one clinical divisions with approximately 1,400 academic appointments, including approximately 650 paid faculty members, 134 residents, 70 ACGME fellows, 230 staff employees and over 600 volunteer/affiliate faculty and continues to grow each year. The Department of Pediatrics is a close affiliate of Seattle Children's Hospital (SCH) and Seattle Children's Research Institute (SCRI). Faculty members appointed in the department are located at various institutions (including Seattle Children’s, UW Medicine, and Fred Hutchinson Cancer Center), and are part of the Children’s University Medical Group (CUMG) clinical practice plan.
DUTIES AND RESPONSIBILITIES Compensation • Conduct analysis, guide decision making and interpret compensation policy for faculty compensation. This includes evaluating retention requests, Accreditation Data System (ADS) changes, and other compensation changes for current faculty. This work will be done in coordination with the Department Chair, Division Head, payroll, clinical finance, and faculty affairs teams. This position will submit requests to the School of Medicine Academic Appointments and Compensation (AAC) unit for approval, while ensuring policies and rules of Seattle Children’s Hospital and Children’s University Medical Group (CUMG) are being followed. • Manage and oversee the department unit adjustment process. Prepare communication, conduct analysis, and provide guidance to division heads and department leadership regarding salary changes. In coordination with the payroll team, ensure annual merit and unit adjustment processes are aligned and audited prior to implementation. • Advise, analyze, and guide all compensation requests submitted by managers related to staff. These could include interpreting requests for new or changed positions; classified and professional reclassifications; promotions and salary adjustments. • Coordinate completion of the department's Association of American Medical Colleges (AAMC) Survey response. • Ad-hoc coordination of department, and school wide compensation committee initiatives.
Human Resources Operations • Leveraging knowledge and professional expertise, provide direct guidance and consultation to department leaders on all policies, procedures, and best practices related to HR operations. Areas of guidance include position and staffing development, recruitment and hiring, on-boarding and off-boarding, compensation, visas, time and absence, data management and reporting, and other areas related to HR administration. • Direct the staff HR team’s implementation of all new employee orientation processes and on-boarding activities, including those for faculty, staff, and trainees. • Implement, monitor, and evaluate operational strategies that support the efficient and accurate review and approval of business processes submitted through Workday. • Manage Workday data and reporting to inform HR guidance and decision-making. Regularly pull and review complex reports to ensure compliance with labor agreements. • Review, assess, and respond to, or delegate response to general HR inquiries from within the division. • Partner with department leaders on strategic goals related to the Department Vice Chairs of Equity, Diversity, and Inclusion (EDI), and faculty development. Guide and direct the team’s EDI Specialist’s work related to areas of EDI special projects and faculty development. • Maintain current knowledge and implement policies and procedures for the department and School of Medicine administrators, chairs, and others as necessary to ensure all HR activities are applied appropriately.
Leave oversight and accommodations • Provide oversight and guidance of FMLA requests for faculty, staff, and trainees. • Ensure all relevant policies and procedures associated with faculty leave are being followed and communicated back to employees and department leadership. • Oversee the processing of FTE changes for department faculty. Lead coordination of change between payroll and clinical finance teams. • Oversee leave without pay (LWOP) requests and follow-up communication, ensuring School of Medicine and UW policy are adhered to. • Provide guidance and manage employee accommodations. Work directly with UW Disability Services Office and managers to ensure accommodations are applied fairly and equitably across the department.
Process improvement • Develop procedures for implementation of new duties the HR team will acquire. • Analyze and identify appropriate solutions or next steps to any number of nuanced HR issues. • Participate regularly in professional activities to keep abreast of changes and new developments in Human Resources College and University Professional Associations (CUPA- HR) and Society for Human Resource Management (SHRM). • Provide continual process improvement guidance for the HR team and the department overall. • Apply knowledge of the University of Washington and School of Medicine to continually improve the efficiency and effectiveness of HR and Payroll Services; provide department decision makers with well-researched solutions to organizational challenges, both continual and non-recurring.
MINIMUM REQUIREMENTS • Bachelor's degree in Business, Human Resources or related field. • Minimum of four to five (4-5) years of experience working in Human Resources, Academic Medicine or related field.
Equivalent education/experience will substitute for all minimum qualifications except in place of legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS • Ability to work with faculty, staff and campus partners effectively. • Proficient in Microsoft Office products (Word, Excel, Outlook). • High proficiency in using Workday or other Human Resource Information System (HRIS). • Excellent attention to detail. • Ability to interact with faculty appropriately and gain their confidence. • Excellent written and verbal communication skills, ability to multi-task and exercise high degree of judgment in handling sensitive and confidential information.
DESIRED QUALIFICATIONS • Experience in Academic Medicine Administration. • SHRM Professional Certification. • Master's degree in Business, Human Resources, or related field.
