Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves in a dual capacity as a senior engineer responsible for development of a wide variety of detailed civil and Hazardous, Toxic, Radioactive, Waste (HTRW) specifications for civil, military, and HTRW projects. Responsibilities Develops a broad range of detailed civil and HTRW specifications and related specifications involving structural, electrical, mechanical, and architectural features. Coordinates status of specifications with other specification writers and disciplines concerning completeness and scheduling. Assures correctness of specifications in order to assure validity and biddability. As a technical advisor, makes work assignments, objectives, time limitations for completion to other engineers/architects/technicians within the section. Resolves difficult and controversial problems in coordination with supervisor and project manager. Prepares amendments and field changes, proposed project modifications and coordinates with applicable design sections for their technical input and comments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Architecture, Civil Engineering, Mechanical Engineering or Electrical Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Qualifications for the GS-12: Specialized Experience: One year of specialized experience which includes creating/writing specifications for civil or military construction projects while working as part of a design team for use in construction solicitations involving at least TWO of the following areas: (1) Projects involving one or more contractors onsite, to include coordination with other agencies; (2) Projects for public sector, such as, dams; transit; medical facilities; airfield, etc. (3) Projects involving Hazardous, Toxic, Radioactive and Waste (HTRW) clean-up and remediation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This is a Construction, Engineering, and Infrastructure Career Field position. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. May be selected at either grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher graded duties. Eligible for situational telework only, including emergency and OPM prescribed "unscheduled". The following incentives may be authorized: Student Loan Repayment, Advanced In-hire, Recruitment Incentive. Some of the occupational series of this Interdisciplinary position are covered by a Special Salary Rate (SSR). Special Salary Rate range for Occupational Series Civil (0810), Mechanical (0830) and Electrical (0850) Engineers: $103,507 to $138,947. Salary range for Occupational Series Architect (0808) and Environmental Engineer (0819): $81,242 to $126,585.
