The Office of Sponsored Programs currently has an outstanding opportunity for a Compliance Analyst. The University of Washington’s Office of Sponsored Programs facilitates over $1 billion annually in research awards. This position reviews and approves grant and contract proposals, negotiates resulting awards, and exercises independent judgment and thorough analysis on administrative matters throughout the life of the award. Each of the position responsibilities is outlined below. This position carries delegated signature authority for competing proposals, pre-award communication sponsors, submission of progress reports requiring authorized official review and submission, all post-award non-fiscal activity requiring sponsor approval as the project progresses and all aspects of compliance verification and confirmation for Federal awards of significant dollar value to the University. By approving and signing/submitting proposals, this position will certify the University is in compliance with a wide range of laws regulations and policies.

This position reviews and approves grant and contract proposals, negotiates resulting awards, and exercises independent judgment and thorough analysis on administrative matters throughout the life of the award.

Proposal Review and Submission (50%) :

This position is responsible for the review of proposals to external sponsors and the timely submission of proposals on behalf of the University. This position carries delegated signature authority for competing proposals and non-competing renewal awards of significant dollar value to the University. Additionally, by approving and signing/submitting proposals, this position will certify the University is in compliance with a wide range of laws regulations and policies.

This area of responsibility includes: · Communication of sponsor and regulatory requirements to department representatives during proposal review; · Interpretation of University policies as they relate to proposed work; · Expertise in sponsor electronic systems including effective troubleshooting of issues or problems with systems.

The individual in this position must have knowledge of sponsor types and the differences in sponsor requirements, solid understanding of regulatory requirements for management of assistance funding in order to review fiscal and non-fiscal compliance assurances.

This individual must possess the ability to learn new rules and regulations quickly, apply knowledge to different fact situations and make independent decisions, handle a large volume of workload and work efficiently under hard deadline time constraints.

Attention to detail is required.

Award Review, Negotiation, and Acceptance (40%):

The individual in this position reviews awards and evaluates the award terms and conditions. University acceptance is dependent on terms and conditions that are consistent with Federal and State law, University policy, originating sponsor requirements, and University processes and systems. This position collaborates with department representatives and/or faculty to negotiate an acceptable award terms and conditions on behalf of the University.

This area of responsibility includes: · Communication of federal grant management requirements and non-fiscal compliance requirements to faculty investigator and department representatives; · Review and acceptance of grant awards or federal flow through award (non-FDP) from various sponsors. · Communication regularly with sponsor representative to gather information, reconcile budget and program issues pertaining to specific grant and contract and serve as a liaison for the University with the sponsor representative.

The individual in this position must have knowledge of federal regulations concerning management of federal assistance funding, including Uniform Guidance. They must have a working knowledge of conflict of interest regulations, human subjects and animal care policies and other non-fiscal compliance areas. The candidate must be familiar with University post-award processes and systems and a firm understanding of applicable University research policies. This individual in this position must be able to interpret, explain and apply complicated rules, regulations and policies to specific work scopes and award terms and conditions to ensure the risks associated with funding are acceptable.

In addition, the person in this position must be able to prioritize, balance, and delegate a shifting amount of workload in a deadline driven working environment). This individual must possess strong analytical skills, strong communication skills, written and verbal, and be able to explain complicated policy or regulation to others that may not possess the same background.

Sponsored Programs Related Agreements (10%):

Sponsored Programs can include related agreements that impact research or other activities such as: confidentiality agreements, data use agreements, or other agreement types that inform the relationship, limitations and responsibilities of the University as a party to the agreement. The individual in this position must be able to evaluate fact scenarios presented to their and make a preliminary assessment of the contractual needs related to the transaction.

The candidate must be able to present information to their senior colleague or Manager and assist with analysis on needed next steps. They must be able to communicate back to the department representative and refer them to resources, other offices, or colleagues that can assist.

Requirements: Three or more years of experience in grant or contract administration or equivalent experience. Strong interpersonal and communication skills are required. Familiarity with federal electronic research administration is required. Knowledge of MS Word and Excel is required.

Desired: Experience working in a large education institution with a diverse research portfolio. Experience with major Federal sponsoring agencies such as NIH, NSF, DOE, DOD and others. Experience with Federal Demonstration Partnership (FDP) awards. A demonstrated capacity to work with and within a diverse community
