The Department of Laboratory Medicine and Pathology has an outstanding opportunity for a Assistant Director – Purchasing and Procurement. WORK SCHEDULE

  • Experience with WA state procurement process, hospital and lab procurement experience and previous procurement leadership experience.

  • Combination of years in progressive leadership roles. PURPOSE: The Assistant Director for Purchasing within the Department of Laboratory Medicine and Pathology (DLMP) will provide strategic leadership as well as financial and operational management and direction to the services provided by the DLMP’s Purchasing Division. This position is responsible for developing, implementing, and managing a business model that supports the department's strategic goals for an integrated healthcare procuring system.The Assistant Director will be responsible for all departmental procurement activity and reports to the Vice-Chair of Finance and Administration. The assistant director will organize, develop, coordinate, and manage the purchasing process across DLMP. This is including but not limited to: contracting, vendor relationships, partnership with ordering labs and end users, Clinical/ Financial Admin Support Team and other areas as needed. The scope of this position includes large divisional and financial operations, support of Managers/Supervisors, as well as coordinating and developing the procurement expense strategy while ensuring operational standards and identifying opportunities for process improvements. The main objectives of this position are to streamline existing processes, meet financial goals, ensure compliance with all applicable regulations and governing bodies, implement innovative contracts and negotiations, and act as a liaison between the departments, hospitals and upper campus. PRIMARY JOB RESPONSIBILITIES OPERATIONS:

  • Oversee daily procurement operations to ensure that the material and service requirements of the University are met in a timely, efficient, effective and ethical manner.

  • Plan for future operations of the department with emphasis on efficiency and effectiveness in meeting the needs of both internal and external customers, statutory and regulatory compliance, and requirements set forth by UW procurement, UWMC Supply Chain, Contracting and State.

  • Represent Laboratory Medicine and Pathology at SoM meetings.

  • Implement, merge and execute department/division processes into one purchasing umbrella.

  • Develop strategic plans, goals and objectives for the Procurement department.

  • Serve as a resource for customers, vendors and staff to interpret policies and procedures, assessing client needs and providing dispute resolution when necessary.

  • Evaluate, develop, and recommend Laboratory Medicine and Pathology (DLMP) procurement policies and procedures for the implementation of standards that represent best sourcing methods.

  • Consult with upper management to determine needs and challenges of procurement options, purchasing methods, bidding requirements, ethical requirements, appropriate product/service/vendor evaluation, lease vs. buy decisions, contract administration and problem resolution.

  • Oversees all assistance to all divisions supported by DLMP to maintain a level of excellent quality and timeliness, assure patient care needs and utilize best practices to improve efficiency.

  • Directs the implementation of improvement measures for protocols, policies, projects and service quality.

  • Develop multi-year capital budgets and division strategic planning to support the department and organization as a whole.

  • Maintain a high level of knowledge relating to current technology, vendor competence and competitive marketing conditions as they relate to requirements of the University and UW Medical Center.

  • Perform other duties as required. STRATEGIC SOURCING, PROCUREMENT OF GOODS AND SERVICES:

  • Identify strategic sourcing opportunities and implement initiatives or projects to achieve stated goals

  • Continually analyze products and services offered by existing and prospective vendors. Counsel vendors as needed regarding the University's policies and procedures, vendor performance requirements and product performance expectations.

  • Onboarding of new prospective vendors that can provide high quality service to specific projects.

  • Influence and assist customers in selecting the vendor most appropriate to meet their long-term strategic needs.

  • Monitor vendor and product performance to ensure they continually meet the highest standards including prompt and effective delivery of essential goods and services to Laboratory Medicine and

  • Pathology (DLMP).

  • Ensure all DLMP Purchasing procurement processes are compliant with federal, state and University requirements while meeting the business needs of customers and suppliers.

  • Collaborate with UW Procurement and UWMC Supply chain management.

  • Review and recommend approval or disapproval of University contracts in terms of contract terminology, vendor accountability, for those contracts negotiated through Procurement.

  • Monitor division’s purchasing activities for compliance with University policies and vendor contracts; direct investigation of apparent non-compliant purchases and develop intervention processes to correct any non-compliant purchases.

  • Research, develop, implement and resolve current process improvement requirements with new technology within Procurement. SUPERVISORY:

  • Daily check-in and report retrieval from Purchasing managers related to staff workload, urgent matters and general purchasing needs.

  • Responsible for all decisions including hiring, developing, retaining and if necessary, terminating procurement staff. Assign workloads to ensure expedient provision of services.

  • Resolve grievances and complaints with Purchasing managers.

  • Collaborate with Purchasing managers annually to develop staffing plans that support the growth of the team. PROJECTS:

  • Create a centralized purchasing interface for Laboratory Medicine and Pathology (DLMP) via the Purchase Path database.

  • Implement UW wide Workday software application.

  • Review and approve procurement entries into Medialab.
