Air Force Elements, U.S. Transportation Command TRAFFIC MANAGEMENT SPECIALIST in Scott AFB, Illinois

Summary This position is part of the Air Force Elements, U.S. Transportation Command. Responsibilities As a TRAFFIC MANAGEMENT SPECIALIST at the GS-2130-12 some of your typical work assignments may include: Serve as a Traffic Management Specialist, and Alternate Lead Contracting Officer Representative (COR) in the Personal Property Directorate. Facilitate development and implementation of new programs, evaluation of existing programs, and execution of operational activities to maintain integrity of movement and storage systems. Conduct studies involving research and development of new systems or methods of improving existing systems for movement and storage of personal property during adverse situations where operational barriers such as bankruptcy, agency refusal to move shipments to destination, fire, natural disasters, and strikes exist. Facilitate and develop changes to policy, procedures, and governing directives for coordination with DoD components, the Prime Contractor, and other interested parties. Perform financial analyses and evaluation of programs, which ensures the Prime Contractor can provide service to the DoD; identify and evaluate the impact of internal and external changes on the operating performance and viability of the Prime Contractor. Requirements Conditions of Employment Qualifications You may qualify at the GS-GS-12 level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Conducting special studies and program reviews concerning Prime Contractor performance and transportation systems used by DoD to move household goods, unaccompanied baggage, and privately owned vehicles. Providing advice to DoD components overseas in resolving difficult and complex shipments of personal property. Reviewing updates to pertinent traffic management regulations governing personal property storage and movement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2130 series. Education: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Experience: Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance Making presentations on traffic matters before Federal, State, or local regulatory bodies Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities Providing advisory service involving commodity analysis from the transportation standpoint Education Substitution of education may not be used in lieu of specialized experience for this grade level.
