Minimum Qualifications NY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed below.NON-COMPETITIVE NY HELPS MINIMUM QUALIFICATIONS:• Six years of experience, including two at a supervisory level, in at least two of the following office services: property or space management, warehouse and inventory operations, purchasing, fleet or parking management, telecommunications, mail room operations, printing, or records management and retention. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT” at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.OR70.1 Transfer Qualifications: One year of permanent, contingent permanent, or 55 B/C service in one of the following titles: Head Clerk, Maintenance Supervisor 2 Motor Equipment, Purchasing Agent, Senior Administrative Analyst, State Expenditures Examiner 1. OR70.4 Transfer Qualifications: One year of permanent or contingent-permanent service as a Grade 16 or higher and a passing score on Assistant Office Services Manager. Note: Candidates must not have failed the most recent examination for this title.

Duties Description The Assistant Office Services Manager, reporting to the Associate Budget Analyst, will perform duties related to space utilization; office equipment selection and maintenance; property management; building health and safety; building security; warehouse and supply room operations; telecommunications; mailroom operations; fleet management; parking; and records retention that include, but are not limited to, the following:• Maintain records, and review and reconcile expenses related to leases, utilities, building and equipment maintenance contracts, fleet and vehicle costs and other expenses as assigned. • Manage the Commission’s utilization of data captured and reported through vehicle telematic devices.• Assist other Finance staff with the processing and payment of invoices related to fleet and facility expenditures.• Serve as liaison with OGS and landlords regarding building and lease issues.• Assist the Commission’s Secretary with the agency records management and retention program.• Maintain records of agency fixed assets.• Research items for purchase, comparing options pricing.• Assist in the development and maintaining emergency response plans and escape routes. • Conduct research on various administrative issues. • Assist other Fleet & Facilities staff in the performance of all other functions assigned to the unit.• Other duties as assigned.

Additional Comments NOTE ON TELECOMMUTING: Gaming Commission employees are required to apply and obtain approval through management to telecommute according to the Gaming Commission’s Telecommuting Program Guidelines.PROHIBITION AGAINST PLAYING AND WAGERING:Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties.
