Sarasota County Government Resilient SRQ Program Manager in Sarasota, Florida

As the Program Manager for the Resilient SRQ Program you will be responsible for the leadership, oversight, and administration of the $201.5 million Hurricane Ian Community Development Block Grant-Disaster Recovery Program (CDBG-DR). You will be responsible for the development, monitoring, and implementation of a historic, multi-year, and large-scale federal county-wide disaster recovery program delivering unmet needs assistance to each eligible sector of the community to include homeowners, private businesses and developers, governments, and non-profits. The Program Manager will work closely in coordinating and promoting federally funded disaster recovery efforts with external and internal stakeholders while overseeing multiple supervisors, employees, and private contractors. You will develop and continually monitor the advancement of strategic level goals and objectives of the program while ensuring the program’s compliance with applicable regulations and requirements. This position is funded by the CDBG-DR grant, which will last approximately five to six years. This is a unique opportunity for an inquisitive, self-motivated, and detail oriented individual to make a positive impact on the citizens of Sarasota County.

Program Development, Implementation, and Administration

  • Direct the overall management of the federal CDBG-DR program, including its development and implementation of the program’s strategic level goals, objectives, requirements, and funding levels and criteria.

  • Develop, update, and implement individual program criteria, requirements, and policies to deliver disaster recovery financial assistance to qualifying applicants, organizations, and subrecipients.

  • Coordinate and collaborate with external and internal stakeholders in the administration of program, to include the continual monitoring and reassessment of funding priorities of the program and associated recommendations.

  • Maintain overall situational awareness of program activities, staff assigned, and progress made to accomplishing program priorities in compliance with any associated federal spending requirements and deadlines.

  • Lead and present at meetings, conducts negotiations, and serves as a subject matter expert and representative of the program and the county to federal, state, and local partners, community members, and other interested parties.

  • Conduct hiring, training, and other supervisory actions in the creation and management of a team of supervisors, ambassadors, case workers, and other subject matter expert personnel to support the implementation of programs.

  • Establish and monitor program budgets and activities to include assignment of personnel levels, operational support needs, and expenditure of administrative costs based on program needs and financial projections.

  • Support the promotion of the federal CDBG-DR program for public awareness and community engagement purposes through attending and speaking at public engagements, commission meetings, and other public settings.

    Financial Compliance and Reporting

  • Ensure overarching program compliance with applicable federal CDBG-DR regulations, to include applicant, project, and activity eligibility, subrecipient monitoring and compliance, and progress and financial reporting.

  • Monitor project and program budgets, funding spenddown levels, timely submittals of financial and progress reporting, and routinely prepare and report to executive level leadership on activities and major milestones.

  • Manage proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversee financial, compliance, operational and performance audits; review audit findings and ensures appropriate controls are established and implemented.

    E-Work/Hybrid Work: Currently this position is eligible to e-work up to 2 days per week! After you complete your first six months, contingent on work requirements and other factors, you’ll be eligible for this fantastic benefit.

Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.

Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.

About You

To thrive in this position, you must have-

  • A Bachelor’s degree Public Administration, Business, Finance, Planning or job-related field and four (4) years of professional public or private sector job-related experience.

  • -OR- An Associate’s degree and six (6) years of job-related experience.

  • Eight (8) years professional job-related experience can be substituted at management discretion for the required education.

  • Two or more years of supervisory experience.

  • Valid Florida driver’s license.

About Everything Else

Starting Pay Range: $77,000.00 - $90,000.00 based on experience.
