Sarasota County Government Infrastructure Project Manager - Resilient SRQ in Sarasota, Florida

Sarasota County Government is seeking an Infrastructure Project Manager to assist with the Community Development Block Grant – Disaster Recovery, (CDBG-DR), a federally funded program to support the unmet needs of the County following Hurricane Ian. CDBG-DR can assist with housing, infrastructure, economic development, and mitigation in low to moderate income areas. This position is funded by the CDBG-DR grant, or “Resilient SRQ” Program, which is anticipated to last approximately five to six years. This is a unique opportunity for an inquisitive, self-motivated, and detail-oriented individual to make a positive impact on the citizens of Sarasota County.

Project Development and Oversite

  • Oversee Resilient SRQ Infrastructure Program. This includes overseeing the infrastructure projects for Sarasota County and Sarasota County municipalities awarded CDBG-DR funds, intake and processing of applications from not-for-profit organizations submitting requests for CDBG-DR funds for public facilities, drafting and monitoring subrecipient agreements, and assisting with grant reporting requirements.

  • With the Resilient SRQ Program Manager, create, implement, and update Resilient SRQ Infrastructure Program policies and procedures ensuring compliance with CDBG-DR federal guidelines.

  • Assist with hiring of Infrastructure Program staff and administers trainings for incoming staff members, contractors, and subrecipients.

Subrecipient Management and Monitoring

  • Lead meetings, negotiate terms and scopes, and develop subrecipient agreements to include compliance metrics and performance data collection activities and other requirements imposed upon subrecipient agencies.

  • Perform subrecipient monitoring efforts of provider organizations enacting programs on behalf of the county to assess the provider’s compliance in accordance with the terms and conditions of a subrecipient agreement.

  • Receive, review, and process subrecipient progress reports and reimbursement requests and associated backup documentation to support information supplied by subrecipients on a routine basis.

  • Conduct onsite and desk monitoring efforts of subrecipient’s program progress, purchasing policies and approvals, fiscal accounting, and other requirements of subrecipients followed by documented issuance of any notices of findings and necessary correcting actions required.

Grant Monitoring and Reporting

  • Monitor fiscal and progress statuses of all grant-funded program activities, identify areas of concern and improvements, and communicate these to the Program Manager.

  • Review financial reports. Identify and secure expenditure and other required backup documentation for electronic submission in federal reporting databases and internal grant filing systems of the county.

  • Routinely communicate with external and internal stakeholders on quarterly and annual reporting progress and expenditure deadlines, solicits for this information, analyzes data, and compiles and enters this information according to federal and state reporting parameters and related systems.

Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.

About You

To thrive in this position, you must have-

  • Bachelor's degree in Public Administration, Business, Finance, Planning, Industrial/ Engineering Technology or job-related field AND three (3) years of professional job-related experience.

  • Master’s degree preferred and can count for one-year or experience.

    • OR - Seven (7) years professional job-related experience in management of technical projects/programs and strategic planning may substitute for the required education.
