Making Cents International Senior Knowledge Management, Learning, and Capacity Building Advisor in Santo Domingo, Dominican Republic
Making Cents International is recruiting for the anticipated USAID/Dominican Republic (DR) Monitoring, Evaluation, and Learning (MEL) and Support Services Platform Activity. The Activity will include a broad range of specialized technical assistance, including MEL services and translation, logistical, and facilitation assistance in the execution of internal and external activities for the Mission. Services requested by USAID/DR may include performance monitoring, research, assessments, cost analyses, performance and impact evaluations, learning services and knowledge management, MEL capacity strengthening, translation services, and facilitation support for meetings and events. Collectively, services provided under the Activity will support the achievement of USAID/DR’s development objectives, with a focus on the needs and perspectives of local communities, women, youth, and other marginalized or under-represented groups.
This position is contingent upon winning a contract award.
Role and Tasks
The Senior Knowledge Management, Learning (KML), and Capacity Building Advisor will be responsible for leading the Activity’s work to transform evidence into learning and action, and to build the capacity of USAID and local organizations to use evidence to guide their decision making. They will work collaboratively with USAID Mission staff, IPs, and the Activity team to provide responsive, flexible, robust, and rigorous knowledge management, learning, and capacity building assistance and services.
The position will be responsible for:
Providing technical leadership for knowledge management, learning, and capacity building to transform evidence developed under other components into user-friendly, easily accessible learning products and events.
Developing and facilitating sustainable communities of practice with USAID, its partners, and stakeholders.
Directly managing research teams and subcontractors in the conduct of KML and capacity building activities.
Supervising and mentoring KML and capacity building staff.
Coordinating and collaborating with other Activity components to develop and implement robust learning and dissemination activities to support learning and achieve maximum utilization for program development and adaptation.
Qualifications
Master’s degree with at least 10 years of experience or a bachelor’s degree with at least 15 years of experience.
Demonstrated excellent written and verbal communications skills in Spanish and English.
At least 5 years of experience in knowledge management, learning, and MEL capacity building.
Experience with data visualization, learning facilitation, and other methods to help people understand and use data.
Experience developing and implementing learning agendas, learning events (including design and facilitation), and event reporting.
Familiarity with monitoring, evaluation, and learning and human and institutional capacity development strongly preferred.
Experience working with women, youth, and other marginalized or vulnerable groups.
Experience with international donor-funded projects, ideally USAID.
