Making Cents International Deputy Chief of Party/Senior Monitoring, Evaluation, and Learning Advisor, USAID Dominican Republic MEL and Support Services Platform Activity in Santo Domingo, Dominican Republic

Making Cents International is recruiting for the anticipated USAID/Dominican Republic (DR) Monitoring, Evaluation, and Learning (MEL) and Support Services Platform Activity. The Activity will include a broad range of specialized technical assistance, including MEL services and translation, logistical, and facilitation assistance in the execution of internal and external activities for the Mission. Services requested by USAID/DR may include performance monitoring, research, assessments, cost analyses, performance and impact evaluations, learning services and knowledge management, MEL capacity strengthening, translation services, and facilitation support for meetings and events. Collectively, services provided under the Activity will support the achievement of USAID/DR’s development objectives, with a focus on the needs and perspectives of local communities, women, youth, and other marginalized or under-represented groups.

 

This position is contingent upon winning a contract award.

 

Role and Tasks 

The Deputy Chief of Party/Senior MEL Advisor will be responsible for: 

  • Supporting the Chief of Party with overall Activity leadership, including program planning, technical execution, and operations, ensuring seamless coordination between all components and serving as Acting Chief of Party in their absence.

  • Overseeing the activity’s performance management, monitoring, and evaluation, research, and assessment tasks.

  • Directly guiding and supervising the Performance Management and Monitoring Specialist on all component tasks including advising on indicator development, target setting, data quality assessments, activity monitoring, evaluation, and learning plans, theories of change, data analysis, security, and management, and other performance management and monitoring tasks.

  • Directly managing research teams and subcontractors in conduct of MEL activities.

  • Draft technical scopes of work for and supervise the performance of consultants and subcontractors.

  • Manage subcontractors to ensure the timely provision of responsive, high-quality deliverables.

Qualifications

  • Master’s degree with at least 12 years of experience, or a bachelor's degree with at least 15 years of experience.

  • Demonstrated excellent written and verbal communications skills in Spanish and English.

  • At least 8 years of experience designing, managing, and implementing MEL activities, including monitoring, performance, and/or impact evaluations, assessments, and research.

  • Experience with quantitative and qualitative data analysis and data analysis software. Knowledge/experience with GIS data mapping preferred.

  • Expertise in conducting data analysis, quality assurance processes, and writing reports in English.

  • Experience with international donor-funded projects, ideally USAID-funded MEL activities.

  • Demonstrated supervisory, mentoring, and capacity-building experience with staff and/or consultants.
