Making Cents International Chief of Party, USAID Dominican Republic MEL and Support Services Platform Activity in Santo Domingo, Dominican Republic
Making Cents International is recruiting for the anticipated USAID Dominican Republic (DR) Monitoring, Evaluation, and Learning (MEL) and Support Services Platform Activity. The Activity will include a broad range of specialized technical assistance, including MEL services and translation, logistical, and facilitation assistance in the execution of internal and external activities for the Mission. Services requested by USAID/DR may include performance monitoring, research, assessments, cost analyses, performance and impact evaluations, learning services and knowledge management, MEL capacity strengthening, translation services, and facilitation support for meetings and events. Collectively, services provided under the Activity will support the achievement of USAID/DR’s development objectives, with a focus on the needs and perspectives of local communities, women, youth, and other marginalized or under-represented groups.
This position is contingent upon winning a contract award
Role and Tasks
The Chief of Party will be responsible for implementing the strategic vision and providing overall management and technical leadership for the MEL and Support Services Platform Activity. They must work collaboratively with USAID Mission staff and implementing partners (IPs) to provide responsive, flexible, robust, and rigorous MEL and CLA services, and related support.
The Chief of Party will be responsible for:
Serving as primary liaison with USAID/DR, its IPs, and other key stakeholders and local actors to develop strong relationships in support of the Activity.
Providing technical and managerial leadership to the Activity, including oversight of team members and responsibility for implementation and results.
Developing and executing the Activity work plan.
Establishing and implementing systems and processes to ensure the technical excellence and timeliness of all deliverables.
Ensuring compliance with all USG regulations and home office operating procedures.
Working closely with home office and subcontractor staff to ensure effective operations.
Supervising the Activity and consultants.
Mentoring staff and creating a collaborative and learning-oriented team culture across tasks.
Qualifications
PhD with at least 8 years of experience, or a master’s degree with at least 12 years of experience, or a bachelor's degree with at least 15 years of experience.
At least five years of senior management and supervisory experience, preferably as Chief of Party, Deputy Chief of Party, or Component Lead on a similar MEL platform.
Bilingual or native fluency in written and spoken Spanish and English.
Demonstrated experience managing complex international development activities, preferably MEL platforms, and coordinating the work of multiple teams for a shared objective.
Demonstrated experience fostering excellent client relationships with donors/clients.
Excellent understanding of collaborating, learning, and adapting (CLA) and knowledge management approaches, methods, and processes.
Excellent understanding of MEL approaches, methods, and quality assurance processes.
Experience with the USAID Program Cycle a significant asset.
Prior experience with USAID MEL preferred.
