St. Joseph Health / Covenant Health Senior Contracts Administrator in Santa Rosa, California

We are looking for a Senior Contracts Administrator with the NorCal Region Contracting Department at Santa Rosa Memorial Hospital.

Location: Santa Rosa, CA

Schedule: Full Time - 80 biweekly hours

Shift: 8-hour, Days

Job Summary:

Under the direct supervision of the Regional Director, the Senior Contract Administrator coordinates, evaluates, leads, monitors, and supports contracting and purchased services operation for the SJHS - Northern California Region, including Petaluma Valley Hospital (PVH); Santa Rosa Memorial Hospital (SRM); Redwood Memorial Hospital (RMH); St. Joseph Hospital of Eureka (SJE); and Queen of the Valley Medical Center (QVM). This position supports and works collaboratively with local and regional stakeholders to coordinate local and regional operational activities and processes. The Senior Contract Administrator is responsible for enhancing the financial and regulatory performance while mitigating risk through leading the effective drafting, review, negotiation, execution and implementation of leases, physician and purchased service contracts and spends analysis.

Essential Functions:

  • Independently ensure the timely development, negotiation and execution of lease, physician and purchased services contracts verifying business appropriateness, legal soundness, regulatory compliance and most advantageous terms.

  • Internal stakeholder-focused facilitating the resolution of contractual issues with internal and external stakeholders while upholding the highest level of professionalism.

  • Establish and promotes positive and successful working relationships with both internal and external stakeholders, including executive management, service providers, service users, System Office, and members of the administrative team providing a “big picture” approach.

  • Primary and autonomous responsibility for all aspects of the contract lifecycle management, from cradle to grave, including strategic development, negotiation, implementation, ongoing maintenance, auditing, and evaluation of contract performance for all contracts as assigned, including the maintenance of the online contract database/repository and tracking systems and on/off-line supporting documents.

  • Leads or participates in projects and initiatives as a department representative, cross functional team member or individual contributor.

  • Evaluates existing contracts for potential risks and improvements, performs front-end assessment of business pursuits, and ensures proposed contracts for appropriateness, advantageous terms and complies with policies, procedures and regulations.

  • Ensures department accountability to stakeholders and serves as a department representative and Subject Matter Expert (SME) and provides leadership, knowledge and oversight ensuring high quality operational performance, regulatory compliance, sound financial practices, and enhancing service levels to stakeholders.

  • Performs financial due diligence to ensure prudent fiscal responsibility of each department’s purchased services and contract requests, evaluates budget performance and initiates departmental action plans to maintain purchased services budgetary goals and assist Regional Director in working an advisory capacity to provide financial recommendations for purchased services.

  • Ensures strategic vendor management, negotiating and monitoring the cost effectiveness of purchased services to substantiate decisions in future service selection, including leading or participating in a Request for Proposal (RFP) and/or other competitive bidding processes, and performing market analysis and reviewing market research.

  • Assist to establish and/or revise departmental goals, objectives, policies, and/or regional strategies that support the business objectives.

  • Mentors other Contract Administrators and Contracting Staff to help ensure their success.


  • Strong written and verbal interpersonal communication, leadership, organizational, project and time management skills, and has the ability to speak in front of an audience.

  • Mid-to-advance level proficiency in applicable computer applications, including Microsoft Windows and Office applications (including Microsoft Word: e.g. track changes, document comparison, etc.; Microsoft Excel: e.g. pivot tables, formulas, etc.).

  • Accuracy, attention to details, highly organized with time management skills and the ability, motivation with the ability to motivate others, and willingness to work within an environment involving extreme multitasking, quickly shifting deadlines and/or priorities and has an outcome-oriented focus.

  • Demonstrates a proactive nature and “can-do” attitude with excellent analytical, conflict resolution, decision-making, problem solving and critical thinking skills, has the ability to achieve results through the use of influence, negotiation, and persuasion, and synthesize complex information in a concise and logical manner.

  • Proficiency in reviewing, drafting and revising contracts and other legal documents and strong working knowledge of the administration of a wide variety of contract types, healthcare law, hospital operations, regulatory compliance, and financial management to ensure appropriateness of contractual terms from a regulatory compliance, financial, and legal perspective balancing risks with business objectives and successfully gets results.

  • Ability to work independently or as part of a team, interacting both internally and externally with all levels of management and employees, with minimal or no supervision.

  • Strong sense of accountability and commitment ensuring high quality operational performance, leadership and team building to provide best-in-class service to stakeholders.

  • Ability to participate in, lead and/or support projects and/or cross functional team activities, as a department representative, team member or individual contributor, which may require leading such activities and/or ability to coach, lead, mentor or train other members of the team or department.

  • Financial analysis and management skills, using spreadsheets, pivot-tables, other reports and standard financial methodologies to ensure cost containment.

  • Ability to integrate the input of various constituents and be able to work effectively in a complex, evolving organization and identifies and promotes operational and process improvements.

  • Demonstrates competency and the working knowledge and understanding of contract lifecycle management and the contracting environment, including the broader marketplace.

Position Requirements:

Education: Bachelor's Degree in Business, Finance, Healthcare or related discipline. or equivalent education/experience


  • 6 years Contracting, legal or related department experience, including negotiation, preparation, review, administration, maintenance, and monitoring of contracts and other legal documents.

  • Experience in supply chain/vendor management.
