Deloitte Grant Compliance Specialist in San Juan, Puerto Rico

Work You'll Do:

Puerto Rico based resources needed to perform on-site Site Visits at Subrecipient locations. In addition, ad-hoc services based upon the following may be required:

  • Risk-based Monitoring: Implement and/or enhance the risk-based monitoring process, including desk reviews and site visits required by local and Federal regulations.

  • Planning/Preparation: Collect all available documentation, send Site Visit Announcement Letter, and analyze collected documentation.

  • Conduct Site Visits: Regular on-site visits to subrecipient facilities and/or project locations to evaluate progress, activities, and outcomes.

  • Internal Controls Evaluation: Review and analyze subrecipient document production, identify inconsistencies, and populate Site Visit Testing Tool.

  • Reporting: Prepare comprehensive reports summarizing findings, risks, and recommended actions. Schedule and perform a Monitoring Meeting. Send Site

  • Visit Final Report and request Corrective Action Plan (CAP) response.

  • Follow up on CAP responses: Ensure Subrecipients' implementation of CAPs.

  • Review project implementation: Against approved work plans, budgets, and performance metrics.

  • Document observations: Achievements and challenges identified during site visits.

  • Technical Assistance: Provide individualized technical assistance for Subrecipients before, during and after site visits.

  • Compliance Review: Identify Subrecipient areas of improvement and evaluate compliance with applicable Federal and state regulations.

  • On-site Inspections: Ensure compliance with safety, environmental, and operational regulations.

  • Interviews and Sample Tests: Gather information about compliance practices and verify compliance with specific regulations or internal controls.

  • Data Analysis: Analyze available data to identify compliance trends, patterns, or anomalies.

  • Policy and Procedure Review: Review Subrecipients' policies and procedures to prepare for future disasters and audits.

  • Assist in Policy Development: Assist Subrecipients in developing policies and procedures as required by local and federal regulations.

Qualifications

Required:

  • Bachelor's degree required.

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

  • Must be able to obtain and maintain the required clearance for this role.

  • Must be local to Puerto Rico and able to come on client site in San Juan, PR for 5 times a week with travel around PR every 3 weeks.

  • 2+ years of experience with grant compliance and grant monitoring

  • 2+ years of grants management experience at the state, local and/or federal level supporting disaster recovery programs

  • 1+ year of experience with FEMA Public Assistance disaster grant program
