Project Overview

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University.

This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.

Position Summary

The Planner/Scheduler is responsible for integrating engineering, construction, and procurements schedules for the tunnel and trackwork package. The Planner/Scheduler supports development, maintenance, monitoring, and recovery plan development activities related to the tunnel and trackwork package. The project controls team is working as part of the Client’s team and on behalf of the Client to provide management and oversight of the multiple small and large Contractors that are under contract with the Client.


  • Directs all program level schedule development and maintenance monitoring activities. Develops, interprets, and executes policy objectives and standards applicable to schedule maintenance and the monitoring of development functions.

  • Oversees the implementation of milestone schedules, engineering / procurement / construction closeout monitoring including documentation and planned maintenance activities for the tunnel and trackwork package.

  • Performs schedule reviews to ensure compliance with client’s expectations and coordinates the required level of integration for the tunnel and trackwork package.

  • Assist in determining the scheduling sequence for equipment procurement and all phases of construction, testing, and start up to achieve the schedule project completion.

  • Analyze and provide alternatives and expected outcomes to avoid potential project schedule delays and claims.

  • Prepares and analyzes comparisons of scope and quantities between the projects. Performs productivity analysis of construction operations and verifies. Establishes productivity basis to be utilized in estimates, as developed in concurrence with Construction. Reviews craft labor estimates for reasonableness.

  • Manages the preparation of subject-specific schedules on an -as-required basis.

  • Manages contract notice and reporting requirements.

  • Directs schedule analysis/study and problem-solving activities.

  • Provides guidance to project management on overall schedule impacts and solutions.

Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree in engineering, construction management, business management or related field required.

  • Minimum of 8 years of related work experience in project controls with an emphasis on managing overall project costs required.

  • Primavera P6 experience required. Experience representing the client and reviewing / integrating contractor schedules required.

Additional Qualifications

  • Preference given to experience managing large rail system projects

  • Expert analytical and computer skills required.

  • Experience and demonstrated skill in directing, planning, and scheduling functions, including schedule development, control, and analysis, in the field and the home office. Experience and demonstrated skill in establishing criteria for project planning and scheduling activities.

  • Skilled in oral and written communication, with a demonstrated ability to present planning and scheduling information to management and clients.

  • Demonstrated skill in identifying, analyzing, and solving problems. Knowledgeable about current industry and technical developments.
