The Mission of the San Francisco Department of Public Health (DPH) is to protect and promote the health of all San Franciscans. DPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network (SFHN), Population Health Division (PHD), Behavioral Health Services (BHS), and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. 

Under the direction of the Nurse Manager in the Maternal, Child, and Adolescent Health Division of the San Francisco Department of Public Health, the Office of Childhood Hearing Manager will manage the Office of Childhood Hearing (OCH) program and operational activities, supervises, trains and evaluates the activities of personnel, coordinates and monitors the work of consultants and contractors working for the program, and works with other managers, staff, and stakeholders to evaluate and implement goals, responsibilities, policies and procedures.

ESSENTIAL DUTIES:

  • Manages the Office of Childhood Hearing (OCH) program, operational activities, or projects of assigned section or program area; supervises, trains and evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the program; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures.

  • Utilizes racial equity and anti-racism frameworks to address challenges and barriers clients and families face accessing equitable care and to promote and prioritize achieving health equity in healthcare.

  • Coordinates OCH community-based hearing screening services (Pure Tone Audiometry and Otoacoustic Emission (OAE)) ear examination, and case management for preschool and school-aged children ages 3-14yo to identify hearing deficits in Medi-Cal populations.

  • Monitors the work of and coaches subordinates to improve performance.

  • Evaluates OCH procedures and program effectiveness and conducts quality improvement projects (e.g. focus groups, surveys, and/or interviews with early child education environments, work with MCAH epidemiologist and health care analysts) to implement new procedures and make program improvements.

  • Assists in developing and implementing operational policies to ensure the efficient operation of OCH and community hearing screening programs.

  • Under direction of SFDPH Director, Ambulatory Care Director and/or MCAH Director, oversees OCH participation in research and grant management

  • Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.

  • Collaborates with MCAH/DPH programs to provide city-wide audiometric training for clinics and agencies serving Medi-Cal populations

  • Leads collective impact efforts with community partners such as the Northern California Speech and Hearing Center, University of California San Francisco, University of the Pacific Audiology program, San Francisco Unified School District, and Superintendent of San Francisco Arch Diocese to promote the overall hearing heath of children in San Francisco

  • Represents MCAH/DPH at local, state and/or national meetings and conferences related to health equity and childhood hearing

  • Provides direct services, including Pure Tone Audiometry and Otoacoustic Emission screening in community-based settings

  • Leads systems-level improvements to support families with children who have possible hearing deficits with linkages to Medi-Cal services and access to health care for further evaluation and treatment plans

  • Oversees Epic EHR documentation and reporting for OCH community-based hearing screening

Required Minimum Qualifications (all applicants must verify that they meet all elements below):

  • Education: Possession of a Baccalaureate degree from an accredited college or university

  • Experience: Three (3) years of verifiable audiometry experience. Experience must include one (1) year of verifiable experience involving childhood hearing screening in a community or school setting.

  • License: Possession of a valid School Audiometrist Certification issued by California Department of Health Care Services (DHCS)

  • License: Possession of a valid California Driver License.

EDUCATION SUBSTITUTION:

Additional qualifying experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of four (4) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Note: One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

Desirable qualifications:

  • Lived or work experience which informs or adds value to working with people from the communities primarily served and prioritized by the Department of Public Health - Child Care Health Program, Office of Childhood Hearing. These communities include Black, Indigenous, Latinx, Pacific Islander and other diverse groups who are represented among our patient and employee populations. Lived experience can include: Specific community-based paid or unpaid work with the communities named above; or skills gained through lived experiences, including interactions with friends, family, and/or other acquaintances.

  • Training or educational experiences in the areas of anti-racism, racial justice, racial equity, health equity, and/or and inclusion and belonging

  • Knowledge of hearing loss prevention practices, types of hearing loss, types of hearing loss onsets

  • Experience providing case management support for children with possible hearing deficits

  • Experience with Epic Electronic Health Record
