The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

POSITION DESCRIPTION

The Director of the Behavioral Health Services (BHS) Systems of Care (SOC) manages a team of executive leaders responsible for the BHS sub-divisions of Adult/Older-Adult (AOA), Children, Youth, and Family (CYF), Transitional Aged Youth (TAY), Substance Use Disorder (SUD), Forensics and Justice Involved, and Crisis and Street Response. This team provides vision, direction, and administrative leadership for all BHS clinical programs and services delivering mental health and substance abuse disorder treatment services.

ESSENTIAL DUTIES:

The 1165 Director of Behavioral Health Services Systems of Care performs the following essential job functions:

  • Sets standard for administrative oversight and clinical leadership for all BHS clinical programs and services; makes or recommends final decisions regarding policy, operations, and administrative procedures.

  • Inspires, manages, and develops sub-division Directors for Adult/Older-Adult, Children, Youth, and Family, Transitional Aged Youth, Substance Use Disorder, Forensics and Justice Involved, and Crisis and Street Response Systems of Care; monitors performance and coaches to improve performance.

  • Collaborates with the BHS Chief Medical Officer to ensure coordination of medical and psychiatric services across civil service and contracted behavioral health programs.

  • Develops and implements policies and procedures to ensure high-quality clinical operation of the SOC that complies with relevant city, county, state, and federal regulations (including in the regulatory compliance of client medical records); supports efforts to monitor and evaluate the effectiveness and efficiency of the division's service delivery system.

  • Ensures collaboration among sub-units and participates in the service delivery system coordination and planning, problem solving, and policy development of assigned modalities of care within the SOC.

  • Coordinates and collaborates with other service providers to ensure smooth transitions across the continuum of health care.

  • Collaborates with the DPH Business Office, Facilities Team to address the operational needs of civil-service programs, including physical plant, equipment, material, and supplies.

  • Fosters collaborative partnerships with various divisions (e.g. Quality Assurance, Quality Improvement, Compliance) to promote a culture of continuous quality improvement and to support the implementation of Lean across BHS. 

  • Receives and analyzes SOC division reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to plan, implement, monitor, and evaluate processes.

  • Provides oversight and initiates interventions into operations of both civil service and contracted providers when monitoring reveals performance or quality problems, including monitoring implementation of plans of correction. 

  • Ensures that consumers receive effective, understandable, and respectful care that is provided in a manner compatible with their cultural health beliefs, practices, and preferred language.

  • Collaborates actively with other SFHN, SFDPH, Ambulatory Care, and BHS leaders; establishes effective working relationships with members of the community, local, state, and federal agencies.  

  • Responds to local, state, and federal legislative issues impacting behavioral health services.

The Director of Behavioral Health Services Systems of Care performs other related duties as assigned/required.

Required Minimum Qualifications (all applicants must verify that they meet both elements below):

EXPERIENCE

Three (3) years of experience as an administrator of a large general teaching hospital or related organization OR

Three (3) years of complex health care administrative experience OR

An equivalent combination of training and experience.

LICENSES OR CERTIFICATES REQUIRED

  • Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), or Licensed Marriage and Family Therapist (LMFT) issued by the California Board of Behavioral Sciences, OR

  • Psychologist license issued by the California Board of Psychology; OR 

  • Doctor of Medicine license issued by the Medical Board of California and valid Drug Enforcement Administration registration with the United States Department of Justice; OR

  • Doctor of Osteopathy license issued by the Osteopathic Medical Board of California and valid Drug Enforcement Administration registration with the United States Department of Justice.

One-year full time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.
