The mission of the Mayor’s Office of Housing and Community Development (MOHCD) is to address social, economic, and racial inequities through the creation of affordable housing opportunities and the funding of essential services that are foundational for strong communities. As a department, MOHCD is an industry leader in the implementation of policies for the creation, rehabilitation and preservation of affordable housing. Through its programs, the department strengthens the social, physical and economic infrastructure of San Francisco’s low-income neighborhoods and communities in need. The department’s Community Development Division works with a broad network of community-based partners to create an inclusive and equitable city where all residents can thrive. Specifically, the division administers Federal grants programs, including the U.S. Department of Housing and Urban Development’s (HUD)

Community Development Block Grant (CDBG) program and Housing Opportunities for Persons with AIDS (HOPWA) program; manages locally-generated funding to support a wide range of community services administered by over 150 organizations; manages housing stability services including eviction defense, rental assistance and rental subsidy programs; oversees services located in affordable housing, former public housing, and housing designated for people living with HIV/AIDS; holds the lead role on the City’s digital equity work; serves as the lead department for the City’s Cultural Districts program and the City’s South of Market Stabilization Fund; and administers funds to support the acquisition and capital improvements of community-serving facilities

THE IDEAL CANDIDATE

The City and County of San Francisco is seeking a collaborative, community-oriented, innovative leader who has demonstrated success in working with diverse communities. The successful candidate will have a strong understanding of community development programs, including Community Development Block Grant programs and similar HUD funding streams. The ideal candidate is a strategic thinker capable of implementation through teamwork and collaboration and must be able to communicate effectively with people from all constituencies and neighborhoods, including residents, elected officials, advisory committee members, advocates, and other city department staff. The ideal candidate will be an experienced manager who empowers while ensuring accountability and provides high-level guidance, support and mentorship to the division managers and staff on the Community Development team. The ideal candidate must be able to bring empathy, diplomacy, vision and problem solving to their work, being responsive to community input while being able to oversee multiple compliance requirements and exercising fiduciary responsibility over governmental funding streams.

RESPONSIBILITIES

The MOHCD Deputy Director of Community Development oversees all work of the Community Development Division and its 25 staff members and reports directly to the MOHCD Department Director.

This position plans, organizes, directs, and manages the day-to-day activities and operations of the Community Development Division and assists in the overall management of the department to support the Department Director and is responsible for the oversight and supervision of the Community Services, Housing Services, and Community Facilities/Capital teams within the Division. A primary responsibility of this position is the distribution of approximately $90 million to more than 150 community-based organizations providing essential services to the residents of San Francisco.

This position administers major Federal grant programs including the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) and Housing Opportunities for Persons with AIDS (HOPWA) programs and manages locally generated funding to support a wide range of community services in accordance with appropriate rules, regulations, and guidelines. This position is responsible for the oversight and management of over 150 community-based organizations and private entities providing social services to the City of San Francisco. The Deputy Director recommends and administers the allocation of funds to non-profit organizations; monitors programmatic activities; and ensures through various compliance procedures that funds are expended in accordance with applicable laws and regulations. The Deputy Director is responsible for developing Requests for Proposals according to the appropriate rules, regulations and guidelines pertaining to each individual program or grant.

Day-to-day, the Deputy Director plans, directs, and coordinates the work of the Community Development Division; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; develops and enforces adherence to the departmental budget; represents the Community Development Division to other City departments, elected officials, and outside agencies; explains and interprets Community Development Division programs, policies, and activities; oversees staffing to two community advisory committees; negotiates and resolves sensitive, significant, and controversial issues; and performs related duties as assigned. The position will work closely with other divisions within MOHCD, other City departments, officials, outside agencies, regulatory agencies, and the public and will be responsible for fostering cooperative working relationships both within the City and with external stakeholders.

Provide strong leadership, manage subordinate staff, exercise effective judgment in critical/emergency situations, analyze complicated and sensitive issues, and communicate and provide options clearly to the Mayor, Mayoral staff, commissions, boards, committees, other agencies and the public. Apply the principles of public administration, financial and personnel management and effectively interpret all applicable laws, ordinances and codes. Exercise independent analysis, adaptability and judgment on specialized proposals with difficult, complicated options. Effectively present Mayor's policies and opinions to outside entities such as the public, boards, commissions and government agencies. Maintain harmonious relationship with managers, City officials, unions, employees and the public.
