The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services. 

Under the supervision of the Chief Operating Officer, Zuckerberg San Francisco General Hospital and Trauma Center, the Deputy Chief Operating Officer will support and provide input to the vision and leadership to effectively lead and direct several major and essential hospital departments including Facility Services Department, Parking, Support Services (EVS, FNS, Bio-Med, EHS, Linen, Messenger Services), Capital Projects, Safety/Security. This position is responsible for rebuilding, optimization, and repairs as well as improving the existing infrastructure. 

The Deputy Chief Operating Officer will develop strategic goals and priorities, operational and qualitative objectives/metrics, and policies and procedures that are congruous with the values, mission, and strategic plan of Zuckerberg San Francisco General Hospital and the Department of Public Health.

The above responsibilities extend management oversight to over 425 FTEs City and County as well as non-CCSF employees. 

The Deputy Chief Operating Officer performs the following essential job duties:

  • Leads on all capital projects with a total budget in the multi-millions of dollars including Capital projects across the ZSFG campus. Ensures projects are delivered on time and on budget.

  • Maintains and develops strong partnerships with other city agencies, such as the Department of Public Works and the University of California.

  • Supports all nursing and non-nursing units and programs, internal and external to the buildings. This includes directional signage and groundskeeping.

  • Collaborates with the Human Resources department to oversee the processes of hiring, progressive discipline, and terminations.  Manages various aspects of employee performance, including conducting performance appraisals, providing coaching and counseling, and overseeing leave administration.

  • Develops strategies to prevent maintenance failures (such as catastrophic defaults on the electrical system or flooding).

  • Steers and prioritizes all the maintenance work for the ZSFG campus (i.e., seismic retrofit, ventilation system, infrastructure, water systems, etc.) parking garages, and CHN building.

  • Oversees and ensures Regulatory Compliance (such as Life safety and OSHPD).

The 0942, Deputy Chief Operating Officer performs related duties as required. 

Required Minimum Qualifications (all applicants must verify that they meet both elements below):

  • Possession of a baccalaureate degree from an accredited college or university; AND

  • Five (5) years of verifiable managerial experience in operations management, all of which must include supervising professionals.

EDUCATION SUBSTITUTION: Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis, up to two (2) years. One year (2,000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units or 45 quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week).
