The Mission of the San Francisco Department of Public Health (DPH) is to protect and promote the health of all San Franciscans. DPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network (SFHN), Population Health Division (PHD), Behavioral Health Services (BHS), and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. 

Under the direction of the Director of Community Health Equity and Promotion (CHEP) branch, the CHEP Deputy Director of Sexual Health manages community-based programs and services, training, and capacity building for the prevention and treatment of HIV, hepatitis C (HCV), and sexually transmitted infections (STI), harm reduction, and overdose prevention. The CHEP Deputy Director of Sexual Health provides appropriate administration of CHEP contracts and grants related to sexual health to ensure adequate funding support for staff and programs.

The CHEP Deputy Director of Sexual Health ensures that there are strong partnerships and relationships with community-based organizations (CBOs) and external stakeholders to achieve programmatic goals and contractual obligations. The CHEP Deputy Director of Sexual Health spearheads efforts to engage in community engagement and public education about sexual health, including organizing outreach at community events in most affected communities.

The CHEP Deputy Director of Sexual Health leads the following four units in the Sexual Health Section: (1) wellness initiative for sexual health equity and safer use for people who use drugs (PWUD); (2) community-based sexual health services; (3) equity and quality improvement; (4) community training and capacity building. The CHEP Deputy Director of Sexual Health directly supervises the leads of each of these four units.

The CHEP Sexual Health Deputy Director also performs the following essential duties: 

  • Supervises staff in the Sexual Health section to produce program deliverables using clear work plans and performance measures according to targets established by CHEP Branch leadership

  • Applies for funding for staffing and program costs to grant authorities using designed grant application systems under the direction of the CHEP Director

  • Resolves appropriate matching funds for staffing and program costs for Sexual and Drug User Health section program budget using established departmental procedures and in accordance with city budgetary rules

  • Writes and manages Requests for Proposals and program contracts to implement Sexual Health programs and services through approved city vendors and community-based organizations under general direction by the CHEP Director

  • Reports updates on status of grant deliverables to issuing agencies, including the Center for Disease Control, using information collected through site visits and other grant reporting based on the requirements set by the granting authority

  • Organizes supportive health services for people who use drugs, including prevention and treatment, through established departmental procedures in consultation with the Office of Overdose Prevention

  • Oversees the assigned staff to ensure administrative and operational functioning of Health Access Points (HAP) through dedicated contracts and associated contractors

  • Directs staff in the Sexual Health section to conduct targeted outreach campaigns to communities most impacted by HIV/HCV/STIs using best practices for community engagement and education around sexual health

  • Drafts departmental and programmatic reports and presentations for internal and external stakeholders regarding CHEP Sexual Health programs.

The CHEP Sexual Health Deputy Director (0923 Manager II) may perform other duties as assigned or required.

Required Minimum Qualifications (all applicants must verify that they meet both elements below):

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Three (3) years of professional experience in public health program development, public administration, and/or public health operations. 

Education Substitution: Additional qualifying experience may substitute for the degree requirement on a year-for-year basis for up to two (2) years. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Note: One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Master’s degree in relevant fields including, but not limited to, public health, public administration, healthcare administration, or other relevant social science field.

  • Two years of experience supervising public health professionals.

  • Three years of experience managing sexual health and/or programs for people who use drugs (PWUD) public health programs.

  • Comprehensive knowledge of HIV/HCV/STIs, and overdose prevention and the state of these epidemics in the SF Bay Area/ United States within the last 5 years.

  • Excellent oral, interpersonal, presentation, and written communication skills, attention to detail, and problem-solving skills.

  • Understanding of harm reduction as a framework for planning and services. 

  • Understanding of social determinants of health. 

  • Experience with city, county, state, or federal grant-writing and grants and budget management

  • Experience with project management.

Selection Procedures:

Supplemental Questionnaire (SQ) Examination (Weight: 100%): Candidates who qualify will be invited to participate in a Supplemental Questionnaire (SQ) Examination that is designed to measure the knowledge, skills, and abilities in job-related areas which may include but not be limited to: Knowledge of administrative techniques applicable to public health programs providing sexual health prevention and education services; Skill in program planning and evaluation techniques of sexual health and education programs; Knowledge of federal, state, and local rules and regulations governing public health programs; and Knowledge of budget preparation and administration.

The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses.

Candidates must achieve a passing score in order to continue in the selection process. Candidates will be placed on the confidential eligible list/score report in rank order according to their final score.
