ABOUT CITY DISTRIBUTION DIVISION

The San Francisco Public Utilities Commission’s City Distribution Division (Water Department) is responsible for directing approximately 322 employees in the operation and maintenance of the water distribution system within the City and County of San Francisco. These activities include, but are not limited to: operating and maintaining 28 pump stations, 11 reservoirs, 13 storage tanks, and 19 regulators, as well as other ancillary appurtenances and equipment; installing, repairing and maintaining over one thousand miles of water distribution mains including service connections and meters; four water systems comprised of the Potable, Emergency Fire Water System (EFWS), Recycled and Groundwater;  engineering and designing new main and feeder extensions; managing over 1,000 acres of city owned property and rights-of-ways; and responding to all two-alarm or greater fires to assist the Fire Department in maintaining adequate water volume and consistent pressure while fighting fires.

The Automotive Machinist Supervisor I position is responsible for managing the maintenance and repair of the division's fleet of approximately 300 vehicles and equipment. This position oversees planning and prioritizing of preventive maintenance, repairs, and regulatory inspections; evaluates and implements goals, responsibilities, policies, and procedures as it pertains to the departments fleet and equipment maintenance program; updates and enforces safe work practices and procedures. This position supervises Automotive Maintenance Machinists, Automotive Service Workers, Automotive Body and Fender Worker, Car and Auto Painter and the Automotive Machinist Assistant Supervisor.

The essential job functions may include, but are not limited to:

  • Plans and coordinates work assignments for group of automotive machinists engaged in disassembling, overhauling, repairing and installing mechanical, electrical and hydraulic assemblies in heavy duty and off-road equipment, using hand, power and machine tools including lathes, grinders, hydraulic and drill presses and welding equipment.

  • Supervises work activities of automotive machinists; inspects and reviews work in progress and completed work to assure conformance with instructions and standard machine shop practices.

  • Inspects and reviews work in progress and completed work to ensure conformance to standard procedure.

  • Inspects shop equipment, machinery and facilities to assure proper maintenance and cleanliness.

  • Prepares drawing and sketches in connection with the fabrication of tools and safety devices for machine shop use.

  • Requisitions supplies, parts and shop equipment. Maintains inventory records to ensure proper quality and quantity.

  • Prepares cost estimates on work orders and repairs.

  • Trains and develops subordinate staff.

  • Class 7254 Automotive Machinist Supervisor I performs other related duties as required.

Nature of work: involves some physical effort and considerable dexterity in the use of the fingers, limbs and body; continuous exposure to physical and working conditions where minor injuries may occur. May be required to work nights, weekends and/or holidays. Some positions may require possession of a Class A (or I) driver license with Medical Certificate.

Education:

  • High school diploma or equivalent (G.E.D. or High School Proficiency Examination).

Experience:

  • A combination of journey-level experience and/or four (4)-year apprenticeship training as an automotive machinist or heavy-duty mechanic totaling eight (8) years, in which the major duties were disassembling, repairing, overhauling and installing mechanical, electrical and hydraulic assemblies in heavy duty and off-road vehicles and power-driven equipment; AND

  • Two (2) years of the above listed experience must have been in a supervisory capacity.

License and Certification:

  • Possession of a valid Class C (or III) driver's license.

  • Eligible to obtain a Class B (or II) driver license and Medical Certificate at the time of appointment.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination (Weight 100%)

The Supplemental Questionnaire is an exam and contents will be evaluated and scored. The purpose of the Supplemental Questionnaire Exam is to evaluate the experience, knowledge, skills, and abilities that candidates possess in job-related areas which have been identified as critical for this position. These may include but are not limited to:

  • Knowledge of principles, methods, materials, tools and equipment used in machine shop work, and the various metals and their characteristics and methods of cutting and machining them.

  • Knowledge of machine shop safety devices and precautions.

  • Ability to plan, assign and supervise the activities of subordinate craftsmen.

  • Ability to maintain shop operating records and prepare related reports.

  • Ability to prepare drawings and sketches in connection with machine shop work.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director. The department may administer additional position-specific selection procedures to make final hiring decisions.

DRUG TESTING REQUIREMENT: Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by Auto Machinist, Lodge 1414, are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six-months after the date of the positive test.

Safety Sensitive Position Requirements: The City and County of San Francisco’s Substance Abuse Policy, in compliance with the Department of Transportation Omnibus Transportation Employer Testing Act of 1991 employing the Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Administration (FTA) regulations, requires drug and alcohol testing for employees in “safety-sensitive” positions. This Class 7254, Automotive Machinist Supervisor I position, qualifies as “safety-sensitive” as defined by the FMCSA and FTA regulations. The selected applicants for “safety-sensitive” positions will be required to pass a Pre-Employment drug test prior to appointment and shall be subject to Random, Post-Accident, Reasonable Suspicion, Return-To-Duty, and Follow-Up testing during employment. Prior to appointment to an FMCSA “safety-sensitive” position, each applicant who has participated in a DOT drug and alcohol testing program within the immediately preceding three (3) years will be required to sign a consent form authorizing the City to contact his/her prior employers concerning his/her drug and alcohol test history. 

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be twelve months and may be extended with the approval of the Human Resources Director.
