The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Under general direction, the Assistant Deputy Director for Waterfront Development manages the nonmaritime aspects of the Port’s real estate portfolio and supports the Port Executive Director on strategic initiatives, annual portfolio goals and objectives. This position directs development project managers responsible for public-private partnership development projects along the Port’s 7 ½ miles of waterfront property, including financial, regulatory, legal, and community acceptance aspects. This position is also responsible for preparing development solicitations and for negotiating complex real estate transaction agreements. Most projects are large-scale, complex and politically sensitive, with potential significant impacts on the economic vitality of the Port and City. 

The essential functions of this position include: 

  • Conceptualizes and manages difficult and complex public-private partnerships to redevelop select waterfront properties which entails establishing project objectives and goals; and soliciting and evaluating development proposals and teams. 

  • Directs and coordinates subordinate development project management staff which consists of overseeing development projects from conception and private partner solicitation through the regulatory approvals and construction process; developing partner relationships, negotiating waterfront development projects, establishing priorities, objectives and policies for each project; facilitating input from community groups, presenting and requesting approvals of the Port Commission. 

  • Monitors, guides and coaches the work of subordinate staff and conduct regular performance evaluations. 

  • Coordinates Real Estate & Development division activities with other Port divisions, City department staff, Mayor’s Office, City Supervisors, and officials of outside agencies. 

  • Negotiates and administers complex real estate transaction agreements, including exclusive negotiation agreements, development agreements, long-term master leases and sale and exchange agreements. 

  • Identifies and secures public financing sources in support of eligible components of projects and develops approval documentation to access them within the project framework. 

  • Leads in-depth financial analysis of all Port long-term real estate leasing and development opportunities for the Real Estate & Development division and financial analysis for Maritime division assets. 

  • Represents the Port on public-private partnership projects to developers, regulatory agencies, other City departments, advisory committees, community groups, industry organizations, the media, Port Commission and Board of Supervisors. 

  • Oversees negotiations and administration of consultant contracts. 

  • Works closely with Port’s Planning & Environment Division to assure public participation and support for Port development objectives. 

Education 

Possession of a baccalaureate degree from an accredited college or university with major course work in real estate, finance, analytics, statistics, business, economics, law or related field; AND 

Experience 

Seven (7) years of progressive responsible experience in real estate development or project management. 

This experience must include the following:  

  • Three (3) years’ experience analyzing, negotiating, and working public-private partnership development projects; AND 

  • Three (3) years experience with responsibility for the direction and coordination of staff and/or client team members engaged in development projects and/or commercial property leasing. 

License  

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment. 

Substitution 

Education Substitution: Additional years of experience as described above may substitute for the required degree on a year for year basis, up to two years of the required education.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. 

Experience Substitution: Possession of a master’s or other graduate degree from an accredited college or university may substitute one (1) year of the required experience (but may not substitute for the required supervisory experience).

  • Has strong public-private development experience, including financial feasibility analysis and negotiation experience. 

  • Has a strong interpersonal skills, and a robust network within the real estate industry and can represent the Port and specific projects in various capacities and at industry events.  

  • Is passionate about public sector work including working within a large organization and being accountable to a public-oversight body with a strong public-serving and diversity, equity, and inclusion ethos. 

  • Is a champion of Port’s efforts to be a diverse, equitable, and inclusive organization and waterfront, and empower Black, Indigenous, and other People of Color (BIPOC) in Port operations and opportunities through equitable policies and practices. 

This ideal candidate may also have achieved some of the following designations that require course work and tests awarded by recognized professional organization directly related to real estate: 

  • Real Estate Broker’s License 

  • Master’s degree in finance, planning or business (real estate) 

  • Certified Property Manager (CPM) 

  •  Member of the Appraisal Institute (MAI) 

  • Real Property Administrator (RPA)

Compensation: The normal annual salary range is $161,616 - $206.206. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range. Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)

This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation: (Weight: 100%)

Qualified candidates will be sent a link to complete Supplemental Questionnaire via email after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 0932 Assistant Deputy Director, Waterfront Development, Port of San Francisco.

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director. 

Certification Rule: 

The certification rule for the eligible list resulting from this examination will be Rule of the List.
