ASRC Federal Holding Company Site Manager (supporting Navy Fleet Readiness Center, Defense Logistics Agency) in SAN DIEGO, California

ASRC Federal Facilities and Logistics, a subsidiary of ASRC Federal, is seeking a Site Manager for our PMO support operations for the Fleet Readiness Center located at the Naval Air Station, North Island, San Diego, CA.

The Site Manager position will oversee all local assets and personnel assigned by the ASRC Federal Program Manager.

  • This position will direct daily operational support activities provided to Fleet Readiness Center Southwest (FRCSW) by ASRC Federal for the DLA Industrial Product-Support Vendor (IPV) Contract.

  • The position involves daily interface with FRCSW and DLA Aviation San Diego representatives to ensure the smooth flow of bench stock parts to the production lines.

  • The individual shall be responsible for ensuring the completion of all site technical operational requirements required by the contract as assigned by the Program Management Office.

  • Customer satisfaction and the accomplishment of all parts availability metrics are the primary functional requirements of the local site team.

  • The individual will develop and manage staffing requirements, implementation plans, Plan of Action and Milestones (POA&M), and training schedules to satisfy the terms of the contract as assigned by the program manager.

  • The individual will produce or provide input to all required reports submitted to the Government.

  • The individual shall meet with and brief FRCSW Pre-Expended Bin (PEB) Manager, DLA and ASRC Federal officials as required.

  • Perform other duties as assigned by the Program Management Office.

The Site Manager directs the efforts of a team of ASRC Federal and subcontractor employees who perform the following functions:

  • Timely processing of orders, follow-ups, receipt of material, and movement of material from central receiving point or warehouse to FRCSW bench stock locations.

  • Review and recommend FRCSW bins for additions and deletions of stock numbers to the master schedule of items (SOI) list.

  • Oversee placement of bench stock in bins or in designated delivery point(s) supporting the FRCSW.

  • Oversees adjustment to bin levels to maximizes customer fulfillment and prevent production line stoppages, along with order analysis to resolve problem items.

  • Work with DLA representative and ASRC Federal Procurement to expedite material for FRCSW as required.

  • Manage spot buys for critical items through coordination with the ASRC Federal Procurement team.

  • Direct and implement set-up of new bench stock locations for FRCSW.

This position is offering a pay range of $95,000 - $105,000 depending on experience, seniority, geographic locations, and other factors permitted by law. Requirements :

  • Eight or more years’ experience working in the Logistics or Supply Chain field, three of which must have been in a Team Lead or Management role.

  • Direct experience working on projects with or for the Defense Logistics Agency (DLA) or any Department of Defense Agency/Repair Depot.

  • Managing teams to complete actions item lists in a teamwork environment.

  • Comfortable briefing senior leadership in these organizations.

  • High School Diploma required.

  • Bachelor’s degree preferred but not required.

  • The individual must have a thorough understanding of Supply Chain Management methodology along with working knowledge of the U.S Defense MILSTRIP process, DoD Bench Stock management, and associated Supply Chain Management systems.

  • Knowledge of DOD procedures required for the expediting of high priority requisitions, processing of receipts and returns, and submission of SDRs and PQDRs.

  • Detailed understanding of demand analysis and how it impacts inventory investments and production schedules.

  • Must be customer focused.

  • Must be energetic and confident with sound practical judgment and problem-solving abilities.

  • Must understand team building and possess good communication skills (listening, speaking, and writing).

  • Must be able to listen to and understand customer expectations/concerns, take actions to resolve issues and brief both ASRC Federal and customer leadership on the status of your team’s actions.

  • Must be a U.S. citizen with the ability to obtain a Secret Clearance.

  • Knowledge/Skills Desired:

  • It is desired that the individual be familiar with ISO requirements, Safety, and training plans.

  • Thorough working knowledge of DoD systems such as FEDMALL and WEBVLIPS to include query capability, demand analysis, and status checks on open orders to both government and commercial sources of supply.

  • DoD bench stock management processes.
