Overview

Physician (Psychiatry) GP-0602-13/14, San Diego Naval Medical Center

Downtown San Diego is located on San Diego Bay. Balboa Park encompasses several mesas and canyons to the northeast, surrounded by older, dense urban communities including Hillcrest and North Park. To the east and southeast lie City Heights, the College Area, and Southeast San Diego. To the north lies Mission Valley and Interstate 8. The communities north of the valley and freeway, and south of Marine Corps Air Station Mirmar, include Clairemont, Kearny Mesa, Tierrasanta, and Navajo. Stretching north from Miramar are the northern suburbs of Mira Mesa, Scripps Ranch, Rancho Penasquitos, and Ranch Bernado. The far northeast portion of the city encompasses Lake Hodges and the San Pasqual Valley, which holds an agricultural preserve. Carmel Valley and Del Mar Heights occupy the northwest corner of the city. To their south are Torrey Pines State Reserve and the business center of the Golden Triangle. Further south are the beach and coastal communities of La Jolla, Pacific Beach, Mission Beach, and Ocean Beach. Pont Loma occupies the peninsula across San Dego Bay from downtown. The communities of South San Diego (an Enclave), such as San Ysidro and Otay Mesa, are located next to the Mexico-United States border and are physically separated from the rest of the city by the cities of National City and Chula Vista. A narrow strip of land at the bottom of San Diego Bay connects these southern neighborhoods with the rest of the city.

Responsibilities

  • Serve as a Physician (Psychiatry) in a Medical Treatment Facility, responsible for providing examinations, diagnoses, treatment of diseases affecting mental health.

  • Provide treatment services in any capacity including, but not limited to, inpatient services, consultation liaison services, and partial hospitalization.

  • Make recommendations on major diagnostics and treatment plans.

  • Develop treatment and rehabilitation plans and provides appropriate therapeutic treatment services.

  • Conduct training and provide supervision over psychiatric residents, interns, medical students, psychology interns, and other medical and mental health trainees.

  • As a professional staff member and technical authority of the Medical Treatment Facility, regularly presents research and recommendations at national academic and professional organization conferences.

  • Serve as member of the professional medical staff and provide advisory and consultative services on various local and national meetings, committees, conferences, and/or boards.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • A Personnel Security Investigation is required.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

  • Selectees may be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.

  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.

  • A pre-placement medical examination may be required.

  • Immunization screening may be required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

  • May be required to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.

  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.

  • Position requires a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States

  • This position has a TDY or business travel requirement of 5% of the time to various locations. This may require travel on military aircraft, ships, and vehicles.

  • This position is required to work uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.

Basic Requirement for Physician ( Psychiatry ) : Degree:

Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. A Doctor of Medicine or equivalent degree from a foreign medical school must have provided education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure : Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a one-year internship or the first year of a residency program in a hospital or an institution accredited for such training.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Residency Training for GP-13 Position: Applicants must have successfully completed the required accredited residency training in the specialty of the position to be filled (Psychiatry) and equivalent experience and training equal to at least 3 years. Experience may not be substituted for residency training that is required for the specialty identified.

Residency Training for GP-14 Position: Applicants must have successfully completed the required accredited residency training in the specialty of the position to be filled (Psychiatry) and equivalent experience and training equal to at least 4 years. Experience may not be substituted for residency training that is required for the specialty identified.
