Defense Security Service INTELLIGENCE OPERATIONS SPECIALIST in San Diego, California

Summary DCSA's Counterintelligence (CI) Directorate is seeking highly motivated CI professional to serve as a CI Analyst to identify, assess threats to DCSA, trusted workforce, and cleared industry. In this role you will serve as a SME responsible for providing analytical products involving all-source intelligence analysis on Foreign Intelligence entities (FIE) posing threats to US national security and integrating intelligence data to generate coherent analysis and reports. Responsibilities As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties: The incumbent provides analytic expertise to the DCSA to identify, assess, and disrupt threats to cleared industry, cleared personnel, DOD, and DCSA. The incumbent serves as the technical consultant in the field of all-source counterintelligence (CI) analysis, with a focus on foreign intelligence entities, threats to critical technology and related subject matter areas as they pertain to personnel and industrial security. The Incumbent reviews and interprets threat data from all information sources, including the DoD, Intelligence Community and raw information obtained by DCSA by the routine conduct of its missions. The Incumbent researches, processes, synthesizes, exploits, integrates, evaluates, analyzes and interprets available (primarily raw) information and data. The Incumbent identifies new trends or patterns based upon processed information and produces finished intelligence assessments and briefs of findings to inform operational policy guidance. The Incumbent evaluates all-source raw reporting, open-source information and cleared industry reporting to assess foreign intelligence threats to U.S. critical technologies. The Incumbent provides DCSA with CI analytic insight related to critical technology and training. The Incumbent researches, screens, collects, evaluate and disseminate finished assessments and briefings. The Incumbent provides Threat Information which serves as the basis for the development of new industrial security or investigative methods and approaches. The Incumbent determines the individual handling of sensitive, controversial issues. The incumbent evaluates relevance and reliability of both classified and unclassified information to understand adversary. The incumbent provides CI insight related to U.S. Government agencies and organizations, DCSA and Industrial Security and Personnel Security Investigative (PSI) elements of DCSA to thwart attempts by foreign intelligence entities to obtain protected US information and technology. The incumbent trains and educates Industrial Security Specialists and Investigators related to foreign intelligence threats and related issues. The incumbent alerts DCSA intelligence customers to indications that a critical technology, contractor facility, government organization, or an individual has been targeted for intelligence activities or situations that exist which increases the opportunity for exploitation by foreign intelligence entities. The incumbent supports CI integration throughout the agency by educating DCSA employees on CI issues. The incumbent conducts courses to provide information, perspective and guidance to DCSA management, supervisors, employees and cleared DoD contractors on CI issues and how they can be identified during the conduct of investigations, security inspections, and other subsequent actions. The incumbent maintains an ongoing liaison with the Intelligence and Law Enforcement Communities to exchange information and coordinate analytic efforts. The incumbent identifies intelligence gaps and works with DCSA CI Operations Division and the Intelligence Community to drive collection and information gathering. The incumbent produces reports of potential counter-terrorist threats to industry or force protection. The incumbent ensures appropriate assistance is given to the CI contractor employee(s) or cleared military or civilian personnel of DoD. The incumbent assists in the conduct of administrative inquiries into potential CI issues involving defense contractors and their personnel. The incumbent develops strategies to stimulate knowledge exchange and builds incentive structures to enhance process improvement implementation. The incumbent facilitates and leverages benchmark knowledge practices and establishes methodologies to incorporate best practices into the CI Directorate The incumbent performs other duties as assigned. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Analyzing defense intelligence topics, including infrastructure, cyber, or human terrain to determine Foreign Intelligence Entity threats to US interests. Utilizes experience with the National Industrial Security Program and the DoD Personnel Security Program process sufficient to correlate counterintelligence issues emerging in cleared industry. Identify, review and interpret new data sources and combine information from disparate sources to help Stakeholders understand their mission environment through intelligence production. Utilize IC-standard intelligence and production tools, databases, techniques, and intelligence information systems to achieve required mission objectives. Specifically you will be evaluated on the following competencies: 1. Counterintelligence: Support activities that protect against espionage, other intelligence activities, sabotage, or assassinations conducted for or on behalf of foreign powers, organizations or persons, or terrorist activities. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
