United States Fleet Forces Command ENGINEERING TECHNICIAN in San Diego, California

Summary You will serve as an ENGINEERING TECHNICIAN in the MATERIEL READINESS DIRECTORATE (N43) of CMDR NAVY EXPEDITIONARY COMBAT COMMAND. This announcement uses the NDAA non-competitive authority to recruit and appoint qualified candidates to positions in the competitive service for a period not to exceed 4 years. Responsibilities You will manage maintenance for assigned boats, scheduling, planning and execution of all repairs, maintenance, and modernization outside of the units level of responsibility. You will conduct personal observation of equipment material condition to develop in-depth familiarity of the boat system. You will provide a historical information base for maintenance work performed by contractors. You will assign brokers and authorize validated work candidates to specific maintenance availabilities in accordance with the Joint Fleet Maintenance Manual (JFMM). Requirements Conditions of Employment Qualifications To qualify for the GS-12 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience overseeing Navy combatant craft and small boat programs and maintenance of those craft and boats. Experience providing technical expertise on hull, mechanical, and electrical systems, propulsion, survivability, electronics and trailers for Navy craft and boats. Experience interpreting Navy Depot level maintenance funding models and execution monitoring systems. Experience applying total life cycle management for expeditionary materiel and equipment, particularly combatant craft and boats. Experience applying detailed knowledge of expeditionary logistics procedures, expeditionary supply and logistics support concepts. Experience reviewing and approving production schedules, deviations, quality control checkpoints, scopes of work, and technical specifications. Experience developing work packages utilizing the Current Ship's Maintenance Project (CSMP), Boat Alteration (Boat ALT)/ Liaison Action Request (LAR) list, and Class Maintenance Plan (CMP). Experience utilizing configuration management, integrated product support, accountable property systems of record (APSR), Financial Improvement and Audit Readiness (FIAR) and readiness reporting systems. Experience implementing basic knowledge of Planning Programing Budgeting and Execution of DoD funding.
