Job Summary:

The Curriculum Developer and Manager is responsible for designing, developing, and implementing instructional materials and training programs for EODTEU ONE. This role requires a thorough understanding of educational methodologies, instructional design, and the unique training requirements of the Explosive Ordnance Disposal (EOD) community. The incumbent will participate in planning and developing training curriculum, will audit courses to provide guidance for command instructors, and, when directed, participate, and arrange panel discussions, working groups, and conferences within the EOD and Navy Expeditionary Combat Command (NECC) enterprise.

Duties and Responsibilities:

  • Curriculum Design and Development:

  • Develop and revise curriculum and training materials, including lesson plans, student guides, instructor guides, multimedia presentations, and assessment tools for formal and informal courses.

  • Ensure all training materials are aligned with EODTEU ONE's mission and operational goals.

  • Apply instructional design principles and best practices to create engaging and effective training content.

  • Apply continued awareness of technological changes and new developments to improve overall product quality.

  • Capture and provide quarterly instructor training and material gaps to the Director of Training (DoT) to ensure comprehensive support for both formal and informal training needs.

  • Instructor Development:

  • Indoctrinate new instructors in accordance with applicable instruction

  • Track instructor progress, advise division and training team leadership of instructor progress

  • Administer in service training

  • Assist in the development of new instructor qualifications

  • Collaboration and Coordination:

  • Work closely with trainers as directed by the DoT and instructional staff to gather and validate content.

  • Coordinate with other training units and departments to ensure consistency and integration of training programs, both formal and non-formal.

  • Participate in curriculum review boards and other meetings to provide input on training requirements and improvements.

  • Facilitate information exchange in execution of training administration duties, which involve conveying information to a broad spectrum of backgrounds and experience levels. In many cases, the audience will be outside the organizational control of the employee, thus requiring the use of tact, diplomacy and communication skills that successfully achieve work objectives. The employee’s success in presenting information to higher echelon organizations directly affects the success of the EODTEU ONE training administration program.

  • Implementation and Evaluation:

  • Assist in the delivery of training programs.

  • Conduct and support instructor evaluations and analyze feedback to improve training programs.

  • Collect and analyze feedback from trainees and instructors to inform future curriculum development efforts.

  • Documentation, Compliance, and knowledge:

  • Maintain accurate records of curriculum development activities and training materials, in compliance with relevant requirements.

  • Prepare reports and documentation as required by EODTEU ONE and other stakeholders.

  • Guidelines for this position are general in nature and are included in DO, Department of the Navy (DON), office of the Chief of Naval Operations (OPNAV), United States Fleet Forces Command (USFFC), Naval Education and Training Command (NETC), Navy Expeditionary Combat Command (NECC), EOD Group ONE, and EODTEU ONE directives and instructions.

  • Familiar with training material for EODTEU ONE training courses.

  • Working knowledge of the U.S. Navy, Navy Expeditionary Combat Command, the EOD force, NETC, and the training relationship between them.

  • Demonstrable knowledge of how to use Corporate Enterprise Training Reservations System (CeTARS), Standard Training Activity Support System (STASS), Navy integrated Training Recourse administration System (NITRAS), and the Catalog of Navy Training Courses (CANTRAC). In-depth knowledge of Navy course documentation and sufficient knowledge of EODTEU ONE course materials.

  • Knowledge pertaining to the application of qualitative and/or qualitative methods for the assessment and improvement of training process and systems.

  • Knowledge of instructional theories, methods and techniques of training course development and technology innovations.

  • Knowledge of the US Navy’s high-risk training requirements and documentation standards.

  • Standards and Compliance

  • Ensure all training, evaluation, audit, and accreditation programs comply with relevant Navy regulations, standards, and policies.

  • Conduct audits and evaluations to maintain standards.

  • Ensure training materials are compliant with EODTEU ONE Commanding Officer’s guidance, EODGRU ONE Commodore’s instructions, NECC and OPNAV policies.

Qualifications:

  • Education: Bachelor’s degree. A bachelor's in education, Instructional Design, Training and Development, or a related field, preferred. A master's degree is highly desirable.

  • Experience: At least 3-5 years of direct experience in curriculum development, instructional design, or similar work experience and responsibilities. Experience with military training programs, particularly in the EOD community, is highly desirable.

  • Skills:

  • Strong knowledge of instructional design principles and adult learning theories.

  • Proficiency in using e-learning authoring tools and multimedia software.

  • Excellent written and verbal communication skills.

  • Ability to work collaboratively with diverse teams and stakeholders.

  • Strong organizational and project management skills.

  • Knowledge of Microsoft Office and Adobe Software applications and Navy-specific educational development programs.

  • Excellent written and verbal communications skills in English.

  • Well versed in training method, techniques, and tools to include knowledge of educational developments, to design and develop training courses and material, evaluate training programs and or complete various special projects

  • Must exercise significant resourcefulness and initiative required by supported units from a wide variety of sources.

  • Work requires making decisions concerning such things as interpretation of data, or refinement of the methods used.

  • Resourcefulness in deviating from traditional methods to develop new methods, criteria, or proposed new policies, as appropriate.

  • Clearance: Must possess or be able to obtain and maintain the required security clearance.
