We have an exciting opportunity for a Competition Advocacy Manager to lead the Competition Advocacy Group, located in Poway, CA.
DUTIES AND RESPONSIBILITIES:
Provide expertise in all competition and sourcing related activities and procedures.
Serve as a resource for program management, engineering, and procurement/supplier management for the identification of new and alternate sources.
Participate in the engineering design reviews and work with internal technical subject matter experts on internal research and development projects.
Review market research and analysis of potential suppliers as per, Federal Acquisition Regulations (FAR) and present results to key stakeholders.
Provide guidance for single/sole source non-competitive justification requests.
Apply sourcing concepts and principles to support identification of suppliers, based on current and future technical/design requirements.
Provide guidance in market research documentation in support of Commerciality Item Determinations.
Provide knowledge in Similar-To Analysis in support of Price Reasonableness and Technical Evaluation in support of Commercial Item Determinations.
Manage work assignments, review work and provide direction to staff while ensuring competition and strategic sourcing processes meet assigned timelines.
Provides direction and training to professional, technical or staff on supplier related matters and conduct presentations as required.
Represents the company as a primary contact and maintains professional relationships with internal business groups and external suppliers.
Manage and actively participate in the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required professional talent.
Maintain the strict confidentiality of sensitive information.
Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the company.
Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
Perform other duties as assigned or required.

Typically requires a Bachelors degree in business, law, or a related field and eleven or more years of progressively complex experience in contracts with at least five of those years managing contracts/subcontracts processes and personnel. May substitute equivalent experience in lieu of education.
Demonstrates detailed and extensive technical expertise and application of government/commercial/international contract/subcontract/supply chain administration principles, concepts, and practices as well as comprehensive contract/subcontract/supply chain management and leadership skills.
Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR), FAR supplements and the Uniform Commercial Code (UCC).
Must possess the ability to resolve complex management and technical problems while serving as spokesperson on assigned projects and/or programs.
Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
