Space and Naval Warfare Systems Command ADMINISTRATIVE SPECIALIST (POSITION CLASSIFICATION/COMPENSATION/HRIS) in San Diego, California

Summary You will serve as an ADMINISTRATIVE SPECIALIST (POSITION CLASSIFICATION/COMPENSATION/HRIS) in the CORPORATE OPERATIONS, 8.0 of NAVAL INFORMATION WARFARE SYSTEMS COMMAND. Responsibilities You will review position descriptions for accuracy, recommending proper title, series and level in accordance with appropriate classification standards and guidelines. You will conduct desk audits if necessary to gather and study data on the job content, knowledge required, and skills involved. You will advise and assists management in designing positions for civilian personnel and operational requirements. You will determine the correct classification by comparison to existing standards or standards related to the work. You will explain the standards, classification decisions, impact of designated duties, and complaint and appeal procedures to employees, supervisors, and management officials. You will interpret and explains classification criteria and prepares and/or presents advisory opinions on the classification of positions. You will provide consultation to managers, supervisors, and HR personnel on classification, compensation methodologies, and HRIS functionalities. You will conduct training sessions and workshops to enhance understanding and application of classification and compensation principles among relevant stakeholders. You will support the Command's FLSA Program and will provide advice and/or recommend classification of non-standard, controversial or other classification actions or FLSA determinations. You will analyze regulations to develop standard operating procedures or processes for the recruitment, relocation and retention incentive program. You will provide tactful advice, verbally and in writing, to managers who have delegated classification authority. Requirements Conditions of Employment Qualifications DP-03 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band DP-02 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing comprehensive knowledge of position classification standards and guides, judgment and sound position classification principles to evaluate and resolve unusually complicated problems; evaluating position classification appeals and processing actions according to applicable OPM regulations; conducting desk audits, and interviewing supervisors to supplement information contained in position descriptions. DA-03 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band DA-02 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing federal classification authoritative advice and consultative service to customers; and interpreting and applying position classification standards to professional, administrative and interdisciplinary positions to determine appropriate pay plan, occupational series, title and grade level for civilian positions. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. This position is a DA-03 FPL DP-03. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This position is covered by the Department of Defense Priority Placement Program.
