ECM's Facilities - CM Team is seeking a Landside Aviation Horizontal Program Manager for the San Antonio, TX area. The successful candidate will be responsible for the Program Management of Phase 1 landside horizontal improvements for an airport’s $2.5 billion twenty-year expansion program. The duration for this position is expected to be between three and five years and will require full-time onsite engagement.
Other responsibilities include: (1) providing construction project oversite using knowledge of general engineering and construction principles and practices to interpret, organize, coordinate, communicate and execute assignments as necessary to accomplish the goals and objectives defined by the client, (2) ensuring work is performed and completed in strict accordance with the contract documents, (3) acting as a technical advisor to the Owner and other team members, (4) teaching and mentoring less experienced engineers and other team members, and (5) Responsible for delivering for assigned projects including; scope, schedule and budget.
Essential functions and responsibilities
Assist Deputy Program Director in day-to-day management activities, including personnel management of support staff.
Assist in preparation and participate in public presentations to the client’s staff and constituents, including Council/Board Members, Citizen Review Boards, etc.
Assist in the development of Horizontal Project Management Plans, including work descriptions, detailed schedules, budgets, M/W/DBE plans, contact plans, public involvement plans, procurement plans and construction management plans.
Prepare detailed schedules to track progress of a project or group of simultaneously progressing projects.
Assist in development of project(s) estimates for budgeting and planning purposes. Review estimates provided by other agents to assist City and SAAS in the development of supporting project data for use in securing various types of funding.
Assist in the preparation of Statement of Qualification (SOQ) and Request for Proposal (RFP) procurement packages for selection of project designers. Assist in the preparation of design criteria packages, including compliance with airport standards, policies, and procedures, for use in establishing minimum architectural/engineering requirements for the project(s). Assist in evaluation of potential designers.
Assist in coordination of bidding processes, following all client policies and procedures as well as State procurement regulations. Assist in establishing best value selection criteria for the project(s). Assist in evaluation of potential contractors.
Utilize a web-based Management Information Control System (MICS) that is accessible to all team members to monitor and control project communication, documentation, and information transfer during design and construction.
Provide reports monthly, quarterly, annually, or at other intervals.

Required Experience
Bachelor's degree in engineering or construction management.
Professional Engineer Registration in Texas
10+ years' experience in direct management of design/construction programs, with a minimum of 5+ years’ experience in management of aviation, utility, and/or roadway design/construction programs. Demonstrated proficiency in design project management and construction contract administration. Understanding of basic Public Sector Procurement procedures, ability to apply those procedures, and ability to address advanced or complex procurement issues.
Preferred Experience
- Certified Construction Manager or Project Management Professional
Working Conditions
Work is performed in both an office and field (construction) environment. Office to field time is approximately 75% to 25% respectively. Field work requires climbing, walking and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs) may be required.
