Intel Subcontracts Manager in Salt Lake City, Utah

Job Description

The Subcontract Manager will be responsible for but not limited to:

  • Research Prime Contract Request for Proposal (RFP) requirements, assess and prepare proposal development, generate subcontract letters, evaluate the cost and price effectiveness of supporting subcontract actions, and negotiate subcontract terms and conditions.

  • Participates in Intel Federal employee and training that is focused on procurement compliance programs related to the Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA) and Cost Accounting Standards (CAS).

  • Provides input to the Intel Federal Finance division and responsible for Small Business activities, related Governmental Reporting, Global Supply Chain Management (GSM) compliance documentation for audits, reporting, associated training, and DCAA/DCMA Compliance administration.

  • Review Statements Of Work (SOW) and executes procurement requirements through source, evaluation, and managing subcontracts/suppliers to support Intel programs.

  • Responsible for performing price and cost analysis in accordance with FAR 15.4 guidelines.

  • Responsible for subcontract life-cycle management, from solicitation and award, through to close-out.

  • Takes the initiative to achieve objectives works constructively with the Intel Federal culture and produces quality deliverables.

  • Assists in the implementation of business process improvement recommendations [e.g., new process/workflow, new process variability controls, education of incumbents/stakeholders on enhanced processes, etc.

  • Identifies and implement process improvements and best practices in data management, reporting and business intelligence.

  • Develops methods to monitor data metrics and quality issues.

Qualifications

You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.

Minimum Qualifications:

  • Bachelor's degree in Supply Chain, Engineering, Marketing, Finance, or a related field of study with 8+ years of experience in Procurement and Government Acquisition experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Truthful Cost or Pricing Data (formerly TINA).

This position involves work on US Government Contracts and/or proposals for US Government Contracts that limit participation to US Citizens. A person may be required to provide proof of US Citizenship in order to comply with US government requirements. Any offer by Intel for this position is conditioned upon satisfying any government requirements regarding proof of citizenship.

Preferred qualifications:

Knowledge of all applicable FAR, DFARS, DEAR (Department of Energy Acquisition Regulations), Cost Accounting Standards (CAS) and Defense Contract Audit Agency (DCAA) Financial regulations and policies.

Working Model

This role will be eligible for our hybrid work model which allows employees to split their time between working on-site at their assigned Intel site and off-site. In certain circumstances the work model may change to accommodate business needs.
