Job Summary

STEMCAP Program Overview Since 2016, the STEM Community Alliance Program ( STEMCAP ) has provided more than 700 educational workshops and hands-on conservation projects at Youth-In-Custody facilities across northern Utah. STEMCAP offers a variety of programming types including guest lectures led by scientists and artists, multi-day science workshop series, art enrichment classes, a computer programming series, horticulture projects, and summer camps. We provide workshops in five youth centers.

STEMCAP partners with experts in Science, the Arts, and the Humanities to increase awareness of and interest in various career and academic pathways for incarcerated youth. STEMCAP enhances educational self-discovery and provides creative outlets for youth participants. The STEMCAP Associate Director manages the day-to-day operations of the program, including building and maintaining partnerships across and beyond University of Utah’s campus, developing and evaluating educational programming, managing annual budgets, as well as grant writing and reporting. The Associate Director supervises a team consisting of two program coordinators, a graduate assistant, and undergraduate student interns. In addition to administrative duties, the Associate Director provides onsite programming support at youth centers and occasionally leads workshops.

This position is currently supported by a multi-year grant provided by the Utah State Board of Education. This position is likely to be extended pending contract renewal. Formerly incarcerated and justice-impacted persons are strongly encouraged to apply.

The Associate Director will report to Dr. Andy Eisen, Director of Prison Education.

Responsibilities

Position Responsibilities:

  • Oversee program staff management including recruitment, hiring, performance evaluations, and retention of staff, and volunteers.

  • Develop and implement programming consistent with the University’s goals and objectives.

  • Identify and establish community partnerships specific to program needs.

  • Act as a liaison between internal and external constituencies.

  • Implement and administer new and existing workshops and services for justice-impacted youth.

  • Continuously evaluate program effectiveness, including collaborating with external evaluators.

  • Lead program coordinators in preparing guest presenters for workshops.

  • Research external funding opportunities and write grant proposals to expand program capacity and reach.

  • Propose annual program budgets, estimate budgetary requirements for special projects, and oversee purchases and inventory; Write and submit quarterly invoices to multiple funding sources.

  • Develop Memorandums of Understanding and independent contracts to foster mutually beneficial long-term partnerships.

  • Collaborate with the Program Director and staff to establish internal program objectives and implement procedures to meet goals.

  • Develop program protocols and processes to increase efficiency and effectiveness.

  • Ensure collaborator satisfaction by meeting with teachers and administrators at youth centers, and Youth-in-Custody administrators at the Utah State Board of Education.

  • Lead Institutional Research Board document maintenance and compliance; ensure programs’ compliance with University’s policies and federal and state regulations, background checks for youth center access, security screenings, etc.

Minimum Qualifications

Bachelor’s degree in Business or Public Administration, a related area, or equivalency (one year of education can be substituted for two years of related work experience) required; plus six years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communication skills also required. Master’s degree in Business Administration or related area preferred. This position is not responsible for providing patient care.   • A Masters in natural, learning, social, or applied sciences.

  • Experience writing and reporting grants.

  • Experience working with justice-impacted individuals.

  • Experience working with youth.
