    JOB SUMMARY

    Works on Salt Lake County’s Information Technology (IT) local area networks, wide area networks, wireless networks, voice over IP telephone systems, and all the connectivity components associated with each service. Responsible for the advanced design, configuration, installation, maintenance, and management of all core network and telecom related technologies, equipment, and networks both on premise and in the cloud.

    MINIMUM QUALIFICATIONS

    Nine(9) years of directly related network and telecommunications experience in a similar environment of size, and scope OR; a Bachelor’s degree from an accredited college or university in Information Technology, or other closely related field, plus five (5) years of directly related network and telecommunications experience in a similar environment of size and scope; OR an equivalent combination of related education and experience.

    Preferred - Professional/Engineering level certifications in networking and/or telecommunications systems.

    Due to the nature of this position, the successful applicant must pass a required pre-employment background check and subsequent mandatory background checks in accordance with current County Human Resources policy requirements

    ESSENTIAL FUNCTIONS

  • Provides advanced core routing, switching, wireless, and unified communications infrastructure support.

  • Manages the core networks, unified communications infrastructure, and associated components including design, installation, configuration, maintenance, support, and security.

  • Assesses network and telecommunications support needs ; develops and promotes effective solutions.

  • Analyzes network functions and evaluates the services provided; develops project plans to take action and recommend improvements; identifies milestones and issues to be addressed and generates reports.

  • Supports and maintains core data center networks that support virtualization, automation, and cloud networking solutions to enhance rapid deployment of infrastructure resources.

  • Ensures reliable enterprise system operation by applying security updates and following security configuration standards and best practices.

  • Leads technical discussions with customers to ensure design requirements to meet the customers’ needs.

  • Works with external partner engineering and management teams on project technical requirements and support/design issues.

  • Monitors utilization trends and manages network and unified communications performance to assure maximum uptime; performs ongoing analysis, capacity planning, and technical tuning of the network and unified communications systems to improve performance and identify potential issues for future design improvements.

  • Implements network and unified communications performance and security monitoring tools to proactively monitor and alert for network performance and security issues.

  • Designs , config ures, and maintains network and unified communications infrastructure components; troubleshoots network to diagnose system problems; identifies, locates, resolves, and repairs problems; installs and configures software upgrades.

  • Coordinates, communicates, and informs customers of operations

  • Establishes and maintains effective working relationships with stakeholders and other IT team members.

  • Stays current on emerging technologies via professional groups, trade magazines, internal and external training, independent research and study, and other avenues available.

    KNOWLEDGE, SKILLS AND ABILITIES (KSA)

    Knowledge of:

  • Expert level network design, installation, configuration, and main tenance of large-scale network infrastructure (e.g., LAN, WAN, Wireless, VPN, VoIP, Routing, Switching, Firewall, QoS, DNS)

  • Hardware equipment (e.g., routers, switches, cables and cabling standards, and network monitoring and troubleshooting tools, etc.)

  • Networks consisting primarily of Cisco equipment; Access/Distribution/Core rou ters and switches, data center equipment, VoIP, WAN, LAN, VLAN WLAN, Wireless Access Points and Wireless controllers

  • Carrier provided circuits T1, PRI, SIP Trunking, DS3, Metropolitan Optical Ethernet, OC12, GeoMax, Optical wave

  • EIA/TIA cabling standards (568A, 568B)

  • Network and host based security, 802.1x, incident response, disaster recovery, firewall and VPN management and admi nistration

  • Expert level application transport and network infrastructure protocols (i.e., SSL/TLS, DNS, DHCP, WINS, NTP, FTP, HTTP(S), SMTP, CIFS, LDAP, IEEE 802.11 Wireless and Microsoft AD) and how to support these applications/protocols when accessed through VPN and firewall appliances

  • Expert level static routing and routing protocols (i.e., RIP, OSPF, EIGRP, BGP) and WAN technologies (i.e., MPLS, VPLS, LISP)

  • Expert level unified communications products or similar products (e.g., Provisioning Manager, Prime Analytics, Contact Center, Emergency Responder, Informacast, Call Manager, Unity Voice Mail, WebEx, UC Jabber, and video conferencing solutions)

  • FXO, FXS, Analog Gateways, SBC, CUBE, and Valcom paging products

  • Windows OS, Linux, Cisco IOS, NXOS and Microsoft Office products

  • Cloud solutions

    Skills and Abilities to:

  • Set up the interaction between networks, peripherals and communications equipment (desktops, laptops, printers, monitors, scanners, phones, servers, etc.)

  • Design, implement, and manage digital and analog telecommunications and related equipment (e.g., Cisco phones, iPhones, iPads, Android phones, tablets, smart TV’s) and associated services.

  • Design, manage, and troubleshoot software tools (i.e., NetScout, Cisco Prime, Identity Service Engine, Provisioning Manger, Fluke, WireShark, LAN Management Software, VMWare, Visio, Solarwinds, Airmagnet)

  • Work closely and effectively with your supervisor

  • Communicate effectively, clearly, and concisely to convey technical information to the County’s business community

  • Approach a problem through a logical, systematic, and sequential process. Think logically and systematically; solve complex problems; effectively apply general principles to specific conditions

  • Facilitate projects and meetings as assigned

  • Work effectively with all levels of the organization

  • Analyze business and technical processes and determine ways of making them more efficient

  • Remain calm under stress and quickly adjust, evolve, and multi-task between several competing priorities at once
