    JOB SUMMARY

    Provides public health interoperability expertise to the Salt Lake County Health Department to guide the development of informatics initiatives and solutions. Examines data needs within and across various programs and identifies opportunities for integration and improved efficiency. Leads, plans, develops and oversees implementation and maintenance of informatics infrastructure to support confidentiality, integration and interoperability of various public health information systems and data partners.

    MINIMUM QUALIFICATIONS

    Bachelor’s degree in Health Informatics, Public Health, Science, Epidemiology, Public Policy or Health Policy, Health Services Research, Health Information Sciences, Computer Science, Business, or closely related field and six (6) years of professional experience in a comprehensive health program with health informatics or information technology, responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management, and implementing data and information standards.

    This position may require additional certifications and trainings depending on program need.

    Preference will be given to applicants with prior supervisory experience.

    It is mandatory that all new hires receive the Tdap (Tetanus, Diphtheria, and Acellular Pertussis) vaccine before beginning employment or provide a copy of their immunization record prior to starting employment. The immunization record must show the vaccine name and date received.

    Upon hire, a two-step Tuberculosis skin test will be required. The first will need to be placed prior to starting employment.

    ESSENTIAL FUNCTIONS

  • Leads strategic efforts to implement and maintain a varied range of informatics products and standards of health information technology products, projects, and/or architecture, that support the mission and goals of the agency.

  • Supervises staff, which includes hiring, orienting, training, assigning, and reviewing work performance, annual work performance appraisals, and discipline.

  • Directs enhancements for information systems and guides agency-wide implementation of systems to achieve goals and objectives.

  • Coordinates with agency personnel and County Information Services to develop technical requirements, standards and specification for the use and operation of health information system(s).

  • Designs workflows, processes, and resources used in the development of data management systems.

  • Evaluates complex organizational and information systems for the purpose of program monitoring and evaluation, functionality, and reliability.

  • Develops use cases, business processes, workflow analyses, and testing scripts.

  • Coordinates with agency personnel to ensure systems meet relevant requirements. Evaluates and oversees the adoption of automated information system(s) to accommodate complex needs and security requirements.

  • Monitors and evaluates electronic operations, processes and practices for quality and effectiveness, and make recommendations for improvement.

    KNOWLEDGE, SKILLS AND ABILITIES (KSA)

    Knowledge of:

  • Public health and healthcare systems and practices

  • Strategies for achieving effective data acquisition, management, quality, storage, use and application to address population health needs

  • Workflow engineering

  • Applicable healthcare and public health standards, message formats and transport mechanisms

  • Database and data warehouse development, use and management

  • Public health reporting, information systems standards and public health data

  • Applicable laws, statues and policies regarding information including security, privacy, and management of confidential data

  • Management and personnel principles and practices, and effective supervision

  • Standard healthcare data formats (HL7, C-CDA, XML, FHIR, etc.) and vocabularies (LOINC, SNOMED, ICD, etc.)

  • Project management methodologies

    Skills and Abilities to:

  • Lead development and implementation of informatics practices to integrate clinical health, environmental health, and population health data to improve priority community level health outcomes

  • Implement solutions that ensure confidentiality, security, and data integrity while maximizing availability of information for public health and community access

  • Select and utilize software tools in support of public health data acquisition, management, analysis planning and reporting

  • Support implementation of information system development, procurement, and deployment activities

  • Evaluate information and make recommendations about approaches, methods, and practices to meet agency goals

  • Communicate complex technical information to a wide range of non-technical audiences

Additional Information

This position is housed within Salt Lake County Health Department Information Services and plays a key role in developing and enhancing the County’s opioid-related data infrastructure. The individual will collaborate closely with the Health Department and Human Services to improve systems for data collection, storage, integration, interoperability, access, and management. These efforts are vital for enabling a coordinated and effective response to the opioid epidemic, guiding cross-agency prevention strategies, and advancing broader goals of systemic coordination. The role involves close collaboration with epidemiologists, IT/informatics staff, and data analysts. The ideal candidate will have a background in health informatics, strong problem-solving and project management skills, and the ability to communicate effectively and work across departments.

This role collaborates with Human Services to monitor opioid-related issues, improve data access, and support targeted interventions.
