GENERAL DESCRIPTION:

Under administrative direction and general operating standards, directs, plans and coordinates the administration

of Fire Department programs involving fire prevention, suppression and emergency medical services and

hazardous materials. Interpretive judgement in variation from standards and procedures is required.

TYPICAL DUTIES:

o Plans and directs the organization, allocation of manpower, training and functioning of the department to

assure an effective and efficient program of fire suppression, prevention, rescue and emergency medical

services.

o Ensures department is in continual readiness state to effectively deal with emergencies; assumes incident

commander role for firefighting activities at major fires and emergencies; oversees the enforcement of laws,

ordinances and rules relating to life safety in buildings.

o Directs the development and maintenance of pre-fire plans for commercial, industrial and multi-family

buildings; makes recommendations for revisions of fire code and ordinances; maintains liaison development

with building services and utilities personnel.

o Supervises fire department personnel, evaluates performance, handles confidential information; analyzes

and interprets cost reports, work records and operating procedures; prepares technical reports and

evaluations; establishes, implements, and achieves department goals and objectives.

o Visits fire stations to inspect equipment, coordinate day-to-day activities and meet with subordinates; directs

record maintenance on fire occurrences, department equipment, personnel, training and related records;

analyzes facility and equipment needs to develop specifications for equipment and apparatus purchase.

o Prepares and administers budgets; oversees departmental purchasing.

o Reviews and evaluates department operations, training and development programs as a basis for developing

improved organization, methods and policies; evaluates service efficiency and effectiveness; makes

decisions in accordance with regulations, policies and procedures.

o Attends meetings and reports to City Commission, rural fire district boards, and other boards and

commissions as required; engages in public speaking opportunities.

o Works varied schedule as required and performs other duties as assigned.

SUPERVISION - RESPONSIBILITY FOR WORK OF OTHERS:

Responsible for departmental supervision of a large number of employees.

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:

Any combination of education and experience equivalent to a bachelors degree in public administration, fire

science, fire administration or a related field; and over six (6) years of progressively responsible fire operations

experience including firefighting, fire prevention, and emergency medical services, including four (4) years in a

command or administrative capacity; Kansas certified EMT or higher level certification within one year of

appointment; possesses a valid Kansas Class B drivers license. Prohibited from smoking or using tobacco

products at any time, on or off the job.

RESIDENCY REQUIREMENTS:

Must live within the corporate limits of the city.
