Gillette Children's Program Manager- Emergency Management & Security in Saint Paul, Minnesota

This position provides leadership and sets strategic direction for the Emergency Management Security and Safety programs. This leader supports the Environment of Care (EOC) department, Quality and Safety and Risk teams in in auditing facility compliance and supporting employee safety with meeting various accreditation and regulatory requirements. Major responsibilities include responsibility for the development, implementation, and continual refinement of a comprehensive security, emergency management program and business continuity program. This position will identify and assess the risks, threats, and vulnerabilities faced organization wide and apply the necessary mitigations to appropriately address the identified risks, threats, and vulnerabilities. Collaborate with Quality and Accreditation and Enterprise Risk teams, applicable Regions and HealthPartners representatives, local, state and federal agencies along with Gillette administration and EOC leadership to ensure an environment to support a safe and healing environment for patients, families and staff. This is an onsite based position, primarily located in St. Paul, MN. Compensation & Benefits The annual salary range for this opportunity is $91,062/annually to $136,593/annually, with a median salary of $113,828/annually. Pay is dependent on several factors including relevant work experience and internal equity. Salary is just one component of the compensation package for employees. Primary Job Responsibilities Provides leadership to Gillette staff and contracted employees. Provides leadership, training and technical expertise to staff. Provides feedback, engages staff and ensures all staff and contracted employees embrace Gillette s values. Acts as a liaison with Regions staff at the hospital for regulatory compliance emergency management, business continuity and security issues. Interacts with all stakeholders including patients, their families, and the general public, in a timely manner that promotes excellence and a positive image of Gillette Children s and its services. Assists to ensure the smooth, uninterrupted operation of all Gillette sites Provide expertise and train Gillette staff and contracted employees in areas such as Security, Active Shooter, HICS, Life Safety, etc. Manage and provide oversight for contracted security guard personnel as well as any off-duty police (and the related contract(s)).? Ensures Environment of Care compliance with regulatory requirements. Interprets and translates regulatory compliance requirements for EOC department. Oversee and/or assist as needed to ensure compliance with ADA, OSHA requirements and other city, state or federal regulations as appropriate. Generates and maintains policies for the Environment of Care department. Identifies new regulations and writes policy to meet new requirements. Monitor all deadlines for after action reports, policy renewals, audits, drills and similar to ensure that all tasks are completed in a timely manner for regulatory compliance. Keep apprised of local, state, and federal regulatory compliance related to emergency response and security concerns; Serve as an internal expert resource for such information and regularly communicate updates to personnel.? Leads the Emergency Management Program for the organization. Leads the annual update to the Emergency Operations Plans (EOP), Hazard Vulnerability Analysis (HVA), and Business Continuity Plans (BCP) for the organization. Leads the Emergency Management Committee. Ensures compliance to required disaster drills. Provides appropriate guidance of HICS response and documentation. Ensures all HICS events are properly kicked off, documented, and closed out. Perform risk and vulnerability assessments maintaining the company Business Continuity, and Emergency Preparedness programs. Lead applicable full-scale drills and tabletop exercises to ensure readiness for potential threats. Act as a resource for various departments on executing drills. Collaborate with Training and Education to develop, launch, and conduct training or education for all employees as needed on Emergency Management, security, and related facility safety and Security. Leads the Security Program for the organization. Support investigations of security-related incidents including vandalism, stolen property, fraudulent activities, and unlawful entry upon property. Coordinate investigations with federal, state, local law enforcement as necessary. Develop and administer a system to collect, monitor, and analyze data for use in periodic reporting and assessing security program effectiveness (to be utilized to drive overall security program enhancements).? Conduct business reviews with contracted security providers to ensure the organizational needs and contractual requirements are being met. Manages the visitor management plan and related policies. Completes a security risk assessment and provide recommendations for improvements, gains approval and ensures implementation of improvements. Develop, implement and maintain physical security interventions including surveillance cameras, access control and physical barriers. Ensures response to burglar alarms. Provide guidance to Facilities Project Management team on physical security interventions on all construction projects. Provides leadership for Gillette on internal and external committees focused on environmental safety, emergency management or hazardous waste compliance. Active member of Regions Environment of Care committee and Gillette Staff Safety & Security committee. Owns the relationship with the metro coalition, local law enforcement, and other community support agencies. Keep informed of activities that could affect the likelihood of an emergency and/or the initiation of the Hospital Incident Command structure (HICS).
