This is a full-time, 40 hours per week, telecommuting, temporary position with an anticipated start date of May 1, 2024, and an anticipated end date of, up to, May 31, 2025. The position is a member of the Interoperability and Data Infrastructure Unit, with DSI. The Minnesota Department of Health (MDH), Office of Data Strategy and Interoperability (DSI) is seeking an Interoperability Coordinator to join the Interoperability and Data Infrastructure (IDI) Unit to help implement and coordinate the agency s first automated registration tool powered by REDCap. The position includes coordination among internal IDI team members and external data exchange partners. DSI was created in 2018 to provide vision, direction, and leadership in advancing enterprise data strategies and data exchange across programs of MDH and with external partners. The office addresses a need to have a more coordinated approach to data and interoperability and we achieve this through: Coordinating and streamlining the process for partners to exchange data with MDH. Overseeing and supporting enterprise-shared solutions and common tools for data. Led and aligned efforts to maximize MDH s high-value data by creating data processes, standards, and tools for MDH and the whole Minnesota Public Health System. Details: Interoperability Project Coordination Description of activities: Support the IDI project intake process: Monitor the interoperability inbox, triage requests, and coordinate with the appropriate IDI resource. Manage and update the IDI Project List Lead the IDI Coordination Meetings where IDI project requests are discussed with the IDI team. Represent DSI at interoperability project meetings. Support the Interoperability (IOP) Registry Tool Part 1: Develop a communications plan for the tool s internal and external rollout. Develop training materials in the appropriate needed formats (Word, PPT, Visio). Part 2: Develop an onboarding process and implement the process with our pilot data exchange partners. Establish contact with pilot data exchange partners. Schedule individual training sessions for the first several pilots identified. Collect feedback from these pilots and bring back to the IOP Registry Team. Engage with the non-pilot data exchange partners (20+) and explain the registration process based on the training materials. The number of partners is based on prior registration with the previous checklist system. Present the registration training information to a large group of partners and walk them through the onboarding process. Bring any follow-up questions that aren t addressed in the training materials to the IOP Registry Team. Coordinate with the IOP Registry Team to make needed updates (e.g., contact information is no longer up to date find a new contact and update our records) Update registration tool with legacy registrations (primarily ELR & MIIC from 10 years ago). Education/Training Bachelor s degree with 2-4 years of relevant experience, training, and/or education in public health, communications, project management, or a related field. A Master s Degree or PhD is desirable. Scientific, experimental, and research techniques, especially as they relate to interoperability, data exchange, data lakes, and supporting infrastructure. Planning, executing, and reporting on research in data science, informatics, physical and social sciences, employing the scientific method. Procedures for planning, executing, and reporting on audits, evaluations, and assessments. Assessment, evaluation, comparisons of data tools, literature review, research, data collection, and statistical analysis of results. Program evaluation, needs assessments, and quality improvement. Communicating effectively with technical and non-technical colleagues, partners, and stakeholders. Cultural awareness/cross-cultural skills in working with colleagues, stakeholders, partners, and the public. Ability to establish and maintain effective working relationships with others. Knowledge of the history, function, role, and objectives of state and local public health programs. Understanding the history, philosophy, purpose, and scope of DSI programs and projects. Relationships The position must develop effective working relationships with management and program staff at MDH, MDH MNIT, and in Local Public Health (LPH), healthcare, health informatics, and heath information exchange organizations. Collaborative working relationships will also be developed with external partners at national, state and local levels. These relationships are maintained through personal contacts, regular service request updates, meetings, as well as ongoing verbal and written communications with other researchers, informaticians, data analysts, epidemiologists, data scientists, and government officials providing data related to the work of DSI. Problem Solving and Creativity Problem-solving activities relate in large part to the resolution of complex and emerging issues related to public health research and practice at the state and local levels, utilizing principles, practices, and techniques related to data systems, public health assessment, evaluation, research, quality improvement, monitoring, and measurement. Strong skills in human relations, especially in the areas of teamwork and eliciting cooperation from those outside the immediate unit are desired. Skills in brainstorming creative solutions to complex and multidimensional problems are highly necessary. Freedom to Act The incumbent has considerable freedom to act. Oversight is accomplished via periodic meetings with the Unit Supervisor and Section Manager and on the basis of results achieved. The incumbent is governed by applicable federal laws, as well as state statutes, rules, and policies.
