Indian Health Service Special Assistant to the Director of Field Operations in Saint Michaels, Arizona
Summary this position serves as the Special Assistant to the Director of Field Operations, St. Michaels, Arizona. The primary function of this position is to support the Director of Field Operations (DFO) in providing professional leadership and advisement to the Navajo Area's five (5) Federal Chief Executive Officers (CEOs) to support clinical and administrative programs that improve the health status of American Indians/Alaska Natives (AI/AN). Responsibilities The incumbent serves as the primary advisor to the Director for Field Operations, Navajo Area personnel, and CEOs on matters pertaining to the administration of public health care delivery systems; and the complex interrelationships of health care payment mechanics in relation to the entire health system; along with the overall leadership in assuring each facility delivers high quality and safe health care. Provides advisement on oversight and expertise in formulating policies, goals, and strategies related to program operations and resource allocation for all Federal field programs. Reviews and analyzes new and proposed federal, state and tribal legislation, regulations and policy. Advises the DFO on policy implications and impact on IHS programs and Tribal activities. Assists in the preparation of comments by obtaining input from Tribes and NAIHS Area Office Management and Service Units, working to resolve differences in order to develop a unified Area position, which may include the development of issue or concept documents. Plans, develops, coordinates, monitors and evaluates the Navajo Area Facility and Area Business and PRC programs. Assist the NAO Governing Board. Identifies changes and updates in operations, financial management, human resources, legal responsibilities, and communications are effectively managed by the Chief Executive Officers. Spearheads the development, communication and implementation of effective clinical expansion strategies and processes for the Area's facilities including both physical facilities and clinical services. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in program management and organization principles related to health care delivery service, improvements, and initiatives. Leading executive correspondences control and tracking, including writing/editing and oversight. Facilitating jurisdiction for topics and subjects related to the organization and as a liaison with other organizations involved in developing and implementing services and programs. Formulating proposals and recommendations; and coordinating resource requests with appropriate staff elements; assessing organizational obligations, readiness; and recommending changes in initiatives. Familiarity with the regulations and standards of accreditation standards, i.e., The Joint Commission (TJC) , Centers for Medicare and Medicaid Services (CMS), etc., and the skill to reconcile contradictory requirements in preparing recommendations. Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Recruitment or relocation incentives may be authorized. A One year service agreement will be required.
