Indian Health Service Public Affairs Specialist in Saint Michaels, Arizona
Summary Position is located in the Indian Health Service (IHS), Navajo Area Office (NAO), Office of the Area Director. Primary function of the Public Affairs Specialist is to perform all management and administrative functions for Navajo Area and Navajo Area Office relating to digital and hard copy internal and external communications and their distribution area wide. Serve as the communications advisor to the Office of the Area Director in the development of Navajo Area's public communications program. Responsibilities Participates with leadership staff and other management officials in policy formulation, advises on the potential public reaction to proposed policies, and plans, organizes, and evaluates communication strategies, programs, and materials. Plans, initiates, and implements comprehensive public affairs campaigns to enhance the understanding of the programs among the tribal entities and other specialized groups and organizations. Responds to information requests from the news media and general publics on the organization's program in written and oral form, often requiring detailed explanations of negative comments made on the organization's activities or performance in a particular situation. Serves as a subject matter expert on media relations and mass communication and coordination with IHS Headquarters Public Affairs Staff to ensure that stakeholders in the Navajo Area are included in applicable information development. Participates in developing and implementing long and short-range plans, procedures, and policies relating to the organization's strategic communications needs. Utilizing comprehensive knowledge of Federal laws, policies, regulations and precedents, exercises responsibility for performing management analysis and other supportive work related to developing, evaluating, improving and advising on the effectiveness of the Public Affairs and Community Relations Program. Through project or program studies, identifies and evaluates information and communication problems encountered between Navajo Area's Executive Leadership Staff, Tribal Officials, organizations, and other public groups. Gathers, correlates, analyzes, determines, advises and makes recommendations to the Area Director on necessary actions that require extensive development of rationale in order to gain acceptance and to resolve unforeseen problems and to improve the effectiveness of the program. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Leading and directing public affairs campaigns using advanced communication methods including social media and digital outreach; developing and applying new approaches to difficult, complex and sensitive public affairs problems; developing and evaluating information programs to enhance understanding amid opposition or indifference to Agency programs and activities; analyzing public reactions and diverse points-of-view to facilitate development of agency responses and talking points; maintaining awareness of Agency's position and objectives; advising senior agency officials on public affairs issues; communicating official agency positions as a spokesperson to various media sources; and planning, executing and evaluating communication with target audiences, partners and other relevant stakeholders. Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Recruitment or relocation incentives may be authorized. A one year service agreement will be required.
