Indian Health Service Information Technology Specialist (Network) - ESEP/MP in Saint Michaels, Arizona

Summary This position serves as an Information Technology Specialist (Network) located at the Navajo Area Indian Health Service, St .Michaels, Arizona. This position performs a wide variety of activities related to network infrastructure and ensure operation continuity, includes mainframe, mid tier servers, local area and wide area network, technical expertise in identifying improvements, developing and maintaining enterprise architecture, and process improvements to further the HHS mission. Responsibilities Reviews and implements the ongoing network operations of HHS target architecture, (e.g., main frame, mid-tier, data communications). Analyzes business strategies and operational processes and identifies and develops cost-effective alternative solutions. Presents alternatives to business and technical management and participates in decision-making processes. Evaluates service-level agreements (SLAs) and quality performance measures (QPMs) annually and on an as needed basis to assess on-going applicability to and advancement of HHS' mission. Identifies and coordinates the establishment of new SLAs and QPMs as needed. Documents contractor SLA adherence and provides reports at regular intervals back to the Contracting Officers. Identifies contractual and financial issues, analyze findings, and works with contractors by negotiating resolutions to resolve issues. Serves as a technical liaison to groups, HHS and external agencies, ensuring effective communication of the group's capabilities, plans and needs. Acts as group point of contact for certain IT initiatives. Leads and serves on workgroups and project teams as required. Serves as an ad hoc project leader for selected technical projects and as a mentor to staff. Oversee IT related audits and corrective actions plans to meet in order to meet HHS and NIST standards. Performs other duties as assigned that are related to this position. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-13: Your resume must demonstrate at least one (1) year of specialized experience comparable in difficulty and responsibility to the GS-12 in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks, examples include: Skill in advanced IT principles, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services consists of the management of clinical, administrative, and infrastructure information resources for an integrated, multi-disciplinary health delivery system. Experience in performing cost benefits analysis and favor alternatives to minimize costs in order to insure quality IT support and needs of the organization are met. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education This position has no education requirements. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. There is no Government Housing available. There is no promotion potential.
