U.S. Army Corps of Engineers Supervisory Accountant in Saint Louis, Missouri

Summary About the Position: Serves as the Chief, Finance and Accounting Branch and as the Accounting Officer for a U. S. Army Engineer District. Plans, organizes, directs, and evaluates the work of the Branch through the performance of 5-7 subordinate employees engaged in accomplishing the District's finance and accounting mission. This position is allows for situational telework. This is NOT a full-time telework position. Responsibilities Plans, organizes, and directs maintaining the entire accounting program characterized by a number of operating accounting systems and related programs. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts long and short-term priorities, and prepares schedules. Determines and implements applicable policies, procedures and techniques to be used in the overall accounting program. Ensures compliance with laws, such as, appropriation law statutes with Public Law 97-258, Federal Managers Financial Integrity Act, and the Chief Financial Officers Act. Works directly with Headquarters senior staff and with senior financial officials in the commands, agencies, public and private sectors. Provides advice and opinions to management officials concerning financial management and/or accounting issues. Serves as liaison between the District and Headquarters on systems related issues, and ensures implementation of system changes. Provides necessary systems analysis, including flow charting of work process, designing local management reports, analyzing error trends, and maintaining a District-wide help desk to resolve Branch member's systems problems. Basic Requirement for the Accountant (GS-0510) Qualifications for GS-13 Level: Specialized Experience: One year of specialized experience equivalent to the GS-13 or grade level in the Federal service which includes ensuring funds are used appropriately; identifying accounting problems and/or resolving discrepancies; developing, interpreting, and/or implementing accounting guidance; and utilizing a wide variety of automated financial and accounting systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Accounting Analysis Fundamentals & Operations of Accounting Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Commuting times vary from a few minutes to generally no more than 45 minutes one way.
